ENTRE BELÉM/PA E RECIFE/PE, TERRITÓRIOS DESENHADOS EM PROCESSOS RESTRITIVOS, PERMISSIVOS, OCULTOS E PACTUADOS À LEGISLAÇÃO URNANO AMBIENTAL
O estudo apresentado expõe e discute os processos de constituição do território urbano e relaciona-os a consolidação de espaços urbanos informais denominado de ocorrências urbanas. Faz um recorte no litoral entre Belém/PA e Recife/PE, em cidades com conjuntos urbanos tombados cuja legislação urbana e ambiental representam os principais meios de ordenamento do solo urbano. Tem como base de análise a Lei Federal 6766/79 (BRASIL, 1979) e o Código Florestal Brasileiro, Lei 12.651/12 (BRASIL, 2012), onde foram levantados parâmetros para a identificação de grupos de ocorrências urbanas por meio de análise em imagens de satélite disponíveis no Google Earth Pró. O método de investigação foi complementado com pesquisas em instituições responsáveis pelo ordenamento territorial e visitas de campo. Deste modo foi possível escolher como base de análise, a “Ilha de Deus”, por representar um território rico nos aspectos relacionados a pesquisa. Assim, o estudo apresentado contribui no campo da morfologia urbana e do planejamento urbano pois exibi ferramentas de análise e identificação de territórios informais e seus processos de constituição.

Abstract:
The presented study exposes and discusses the processes of constitution of the urban territory and relates them to the consolidation of informal urban spaces called urban occurrences. It makes a cut on the coast between Belém/PA and Recife/PE, in cities with fallen urban complexes whose urban and environmental legislation represent the main means of ordering urban soil. It is based on analysis Federal Law 6766/79 (BRASIL, 1979) and the Brazilian Forest Code, Law 12.651/12 (BRASIL, 2012), where parameters were identified for the identification of groups of urban occurrences through image analysis satellites available on Google Earth Pro. The investigation method was complemented with research in institutions responsible for land use planning and field visits. In this way, it was possible to choose “Ilha de Deus” as the basis for analysis, as it represents a territory rich in aspects related to research. Thus, the presented study contributes in the field of urban morphology and urban planning because it exhibits tools for the analysis and identification of informal territories and their constitution processes.
