ENTRE A NEUTRALIDADE E A CENSURA: as nuances da regulação na internet
Com o surgimento da internet, além do grande avanço e novas possibilidade surgidas, também adveio uma série de novas problemáticas no âmbito cibernético. Nesse contexto, o presente estudo analisa a incidência do princípio da neutralidade no âmbito dessas relações, na medida em que os provedores e plataformas não podem restringir a circulação de dados. Nessa perspectiva, e em razão dos problemas postos, surgem as correntes de regulação do ambiente da rede, sendo tratadas no estudo a autorregulação, heteroregulação e a corregulação. Dessa forma, o trabalho busca fazer uma análise geral das possibilidades e nuances da regulação na internet, concluindo-se que a utilização de tais formas regulatórias auxiliam sobremaneira a solução de demandas no âmbito virtual. Utiliza-se como método de abordagem o dedutivo, sendo que quanto aos objetivos se caracteriza como exploratório e os meios e procedimento técnico se caracteriza como bibliográfico e documental.

Abstract:
With the emergence of the internet, in addition to the great advance and new possibilities that have emerged, a series of new issues in the cybernetic field have also arisen. In this context, this study analyzes the incidence of the principle of neutrality within these relationships, as providers and platforms cannot restrict the circulation of data. From this perspective, and due to the problems raised, currents of regulation of the network environment arise, with self-regulation, hetero-regulation and co-regulation being dealt with in the study. Thus, the work seeks to make a general analysis of the possibilities and nuances of regulation on the internet, concluding that the use of such regulatory forms greatly assists in solving demands in the virtual sphere. It is used as a method of approach the deductive, as the objectives is characterized as exploratory and the means and technical procedure is characterized as bibliographic and documentary.
