EMERGENCY HOUSING: A civil society organized as a catalyst for transformations in public care for vulnerable families in the city of São Paulo.
O panorama da população em situação de rua é preocupante e crescente, especialmente nas grandes cidades. Dados do levantamento realizado pelo Ministério do Desenvolvimento Social para identificar os fatores que podem induzir o indivíduo a condição de morador de rua atestaram que as causas são múltiplas, contudo, o desemprego tem conduzido famílias inteiras a essa condição. Em São Paulo, a desigualdade social é evidenciada pela pobreza e abandono social, que lançam as pessoas à margem da sociedade. A presente pesquisa busca compor autores que possam colaborar na construção de uma sociedade mais justa e igualitária, pela inserção no planejamento urbano de uma tipologia de moradia de emergência, como parte das ações de responsabilidade social governamental e corporativa e que atenda as famílias em situação de extrema pobreza. Com Estudo de Caso, qualitativo, que pretende aprofundar o entendimento e incluir ações do setor privado, setor público e de Organizações não Governamentais a TETO, que atua no terceiro setor, construindo moradia de emergência com a colaboração de jovens voluntários engajado na igualdade social. Presente no Brasil, desde 2009, a OnG TETO eleita a melhor OnG de desenvolvimento local no Brasil, catalisadora de ações humanitária para sociedade justa sem pobreza e utilizando a força de trabalho de jovens universitários voluntários, para promover a construção das casas, ações de desenvolvimento social local e de empoderamento das pessoas carentes. Nesse contexto, surgiu a pergunta de pesquisa concernente a esse estudo: Como a OnG TETO, que atua na construção de habitação de emergência, pode atuar como uma entidade intermediária entre o governo e população vulnerável? As sub questões que direcionarão esse estudo de caso estão relacionadas aos temas: Como o papel da OnG Teto evoluiu em relação aos programas do governo no Chile? Quais práticas envolvem esse papel, atualmente e historicamente? Como essas práticas permitem uma aliança entre a sociedade civil organizada e o município?
Concluímos que não é possível manter só as ações existente para mudar a realidade da cidade, é necessário ir mais além para encontrar oportunidades para todos, propomos incluir a moradia emergente como uma das soluções a curta prazo para atender o déficit habitacional reintegrando as pessoas carente no ciclo de vida com oportunidades, empoderamento e sobre tudo um vida com o mínimo de qualidade, transformando cidade e acolhendo pessoas.

Abstract:
The panorama of the homeless population is worrying and growing, especially in large cities. Data from the survey conducted by the Ministry of Social Development to identify the factors that can induce the homeless person attest that the causes are multiple, however, unemployment has led entire families to this condition. In São Paulo, social inequality is evidenced by poverty and social abandonment, which throw people on the fringes of society. The present research seeks to compose authors who can collaborate in the construction of a fairer and more egalitarian society, by inserting in the urban planning a typology of emergency housing, as part of the actions of governmental and corporate social responsibility that meets the families in situation of extreme poverty. With a qualitative Case Study, which aims to deepen understanding and include actions from the private sector, public sector and non-governmental organizations, TETO, which operates in the third sector, building emergency housing with the collaboration of young volunteers engaged in social equality. Present in Brazil, since 2009, OnG TETO has elected the best local development NGO in Brazil, catalyst of humanitarian actions for a just society without poverty and using the workforce of young university volunteers, to promote the construction of houses, development actions. empowerment of the needy. In this context, the research question regarding this study arose: How can ONG TETO, which operates in the construction of emergency housing, act as an intermediary entity between the government and vulnerable population? The sub-questions that will guide this case study are related to the topics: How has the role of OnG Teto evolved in relation to government programs in Chile? What practices involve this role today and historically? How do these practices allow an alliance between organized civil society and the municipality?
We conclude that it is not possible to maintain only existing actions to change the city's reality, we need to go further to find opportunities for all, we propose to include emerging housing as one of the short-term solutions to address the housing shortage by reintegrating the needy. life cycle with opportunities, empowerment and above all a life with the minimum quality, transforming the city and welcoming people. -
