EMENDAS PARLAMENTARES IMPOSITIVAS: UMA ANÁLISE CRÍTICA DAS EMENDAS 86/2015 E 100 DE 2019
O presente artigo analisa o conceito de emendas parlamentares impositivas, com foco nas emendas 86 de 2015 e 100 de 2019, ligadas a questões relativas à saúde no Brasil. Nesse contexto, considerando as especificidades do relacionamento entre orçamento, questões governamentais e institucionais, debateremos algumas vertentes analíticas que problematizam essa medida e suas formas de aplicação no Brasil. Para esse exercício analítico discutiremos com a bibliografia especializada e com as considerações jornalísticas do nosso tempo, com a finalidade de tornar essa abordagem mais dinâmica e plural em sua análise. Os resultados apontam que as emendas são de grande importância para a gestão dos municípios e para o bom estar das populações amparadas por essas verbas, na forma de políticas públicas, mas deve-se atentar a auditoria desses recursos e de uma necessidade em acompanhar seus usos, para que se evite a corrupção.

Abstract:
This article analyzes the concept of imposing parliamentary amendments, focus in gon amendments 86 of 2015 and 100 of 2019, linked to issues related to health in Brazil. In this context, considering the specificities of the relationship between budget, governmental and institutional issues, we will discuss some analytical aspects that problematize this measure and its forms of application in Brazil. For this analytical exercise we will discuss with the specialized bibliography and with the journalistic considerations of our time, in order to make this approach more dynamic and plural in its analysis. The results show that the amendments are of great importance for the management of the municipalities and for the good welfare of the populations supported by these funds, in the form of public policies, but attention should be paid to the audit of these resources and to a need to monitor their uses, to avoid corruption.
