ELABORAÇÃO DOS PLANOS LOCAIS DE HABITAÇÃO DE INTERESSE SOCIAL (PLHIS), EM MUNICÍPIOS DE PEQUENO PORTE 1, PERTENCENTES À ASSOCIAÇÃO DOS MUNICÍPIOS DO VALE DO IVAÍ – AMUVI: LIMITES E DESAFIOS
Este artigo é parte das análises realizadas na dissertação de mestrado desenvolvida no Programa de Pós-graduação em Serviço Social e Política Social, sobre a implantação dos Planos Locais de Habitação de Interesse Social – PLHIS, formato Simplificado, nos municípios de Califórnia e Jardim Alegre, ambos de pequeno porte 1, com população de até 20 mil habitantes, pertencentes à Associação dos Municípios do Vale do Ivaí – AMUVI. O objetivo desta pesquisa é analisar a materialização do PLHIS Simplificado como instrumento contributivo para o planejamento e operacionalização da política habitacional nesses municípios. A metodologia adotada consistiu em revisão bibliográfica sobre o tema e pesquisa documental; tendo por fonte principal os Planos citados. Os resultados obtidos nesta pesquisa apontaram que os PLHIS Simplificados: cumpriram com as exigências junto ao SNHIS, porém, ainda não ecoaram como instrumentos de planejamento contributivos para condução e operacionalização da política habitacional local, devido às limitações estruturais de ordem administrativa, técnica, econômica e política dos municípios de pequeno porte. Os desafios para sua implementação reverberam: a forma de gestão descentralizada do Estado brasileiro, que compulsoriamente transfere responsabilidades aos seus entes, contudo, persiste no trato permissivo e clientelístico de repasse de recursos; aliado ao caráter mercadológico da política habitacional em detrimento à moradia como direito social universal; o qual, mesmo sob o avanço de instrumentos legais alcançados nesse século, o atual Sistema ainda não foi capaz de atingir.

Abstract:
This article is part of the analyzes carried out in the master's thesis developed in the Postgraduate Program in Social Work and Social Policy, on the implementation of Local Plans for Social Interest Housing - PLHIS, Simplified format, in the Municipalities of California and Jardim Alegre, both are small1, with a population of up to 20 thousand inhabitants, belonging to the Association of Municipalities of Vale do Ivaí – AMUVI. The objective of this research is to analyze the stratification of the Simplified PLHIS as a contributing instrument for the planning and operationalization of the housing policy in these municipalities. The adopted methodology consisted of a bibliographic review about the subject and documental research, with the upper mentioned Plans as the main research source. The results obtained in this research showed that the Simplified PLHIS: fulfilled the SNHIS requirements, but have not yet attended as contributory planning tools for conducting and operationalizing local housing policy, due to structural limitations of administrative, technical, economic and political power of small municipalities. The challenges for its implementation reverberate: about the decentralized management of the Brazilian State, which compulsorily transfers responsibilities to its entities, but persists in the permissive and exchangeable treatment of resources transferring; allied to the market character of housing policy over housing as a universal social right; which, even under the advancement of legal instruments achieved in this century, the present system has not yet been able to achieve.
