ELABORAÇÃO DE POLÍTICAS PÚBLICAS DESPORTIVAS PARA O MUNICÍPIO DE DUQUE DE CAXIAS – RJ
Este trabalho é um recorte da
tese intitulada “EDUCAÇÃO ESPORTIVA
MUNICIPAL: CONSTRUÇÃO DE POLÍTICAS
PÚBLICAS DESPORTIVAS, INCLUSIVAS E
SUSTENTÁVEIS, NO MUNICÍPIO DE DUQUE
DE CAXIAS – RJ” e tem por finalidade demonstrar
o desenvolvimento de programas desportivos
da Secretaria Municipal de Esporte e Lazer do
município de Duque de Caxias, que fazem parte
do Plano Plurianual. Verificou-se a legislação
vigente no País, que abrange elementos ligados
à área desportiva, os fatores de exclusão social
e seus contrapontos facilitando a aplicação
de novas oportunidades aos munícipes, bem
como ações que promoverão mudanças
comportamentais governamentais. Citou-se
tópicos coincidentes entre a antiguidade e a
atualidade e após esses aspectos, entendeuse
que a formulação de uma política pública
desportiva se tornaria viável para nortear as
atitudes dos próximos gestores, tanto do chefe
do Poder Executivo quanto do Secretário
de Esporte e Lazer. Método: A Pesquisa foi
de cunho qualitativo, do tipo descritivo, de
investigação Survey, com análise dos dados
teóricos abrangendo a elaboração do Programa
de Atividades Esportivas, do Programa de
Atendimento Comunitário e entrevistas com
os gestores da pasta. Utilizou-se Bardin para
análise do conteúdo.

Abstract:
This paper is a clipping of the thesis
entitled “MUNICIPAL SPORTS EDUCATION:
CONSTRUCTION OF SPORTS, INCLUSIVE
AND SUSTAINABLE PUBLIC POLICIES, IN
THE MUNICIPALITY OF DUKE DE CAXIAS -
RJ” and aims to demonstrate the development
of sports programs of the Municipal Secretariat
of Sport and Leisure of municipality of Duque de
Caxias, which are part of the Multiannual Plan.
The legislation in force in the country was verified,
which includes elements related to the sports
area, the factors of social exclusion and their
counterpoints facilitating the application of new
opportunities to the citizens, as well as actions
that will promote governmental behavioral
changes. Coincident topics were cited between
antiquity and the present and after these
aspects, it was understood that the formulation
of a public sports policy would become viable to
guide the attitudes of the next managers, both
the Chief Executive and the Secretary of Sport and Sports.The research was of a
qualitative, descriptive type, Survey research, with analysis of theoretical data covering
the elaboration of the Sports Activities Program, the Community Service Program and
interviews with the managers of the portfolio. Bardin was used for content analysis.
