Abstract: In Mexico, the transformation in the university environment implies a change of paradigm in the actors involved, recognizing that there is resistance to change, therefore it is necessary to reorient towards a culture of peace, through mediation and conflict resolution processes in order to establish the minimum conditions for coexistence among university students. This article aims to show how resistance to change still prevails and continues to influence educational policy in the higher education sector, and that the impact of this policy has not been precisely what we believe should favor the strengthening of the humanities in public universities. It is true that training in the Humanities always requires theoretical soundness, of foundations, and this is part of the equation that results in a greater robustness in the investigation of practical issues, of social reality. Together with the problem of the place of the Humanities in the current public university, it can be established that the instances at the national level that establish the guidelines and directives of the Institutions of Higher Education (IES), in their current programs, still contain minimal advances, due to the aforementioned has not been consolidated in the daily life of the Universities, In these institutions, practices inherited from previous federal administrations are still being observed in the field of education, which have to do with budget and financing, so it is observed that there is no correspondence between the legislation of public policy in education with the changes in the reform of Article Three of the Federal Constitution.
