EDUCAÇÃO PROFISSIONAL E A REFORMA DO ENSINO MÉDIO DE 2017: FINANCIAMENTO E MERCANTILIZAÇÃO DA EDUCAÇÃO
A reforma do ensino médio a partir da Medida Provisória 746/2016 e da Lei Federal nº 13.415/2017 pressupõe a definição de Bases Nacionais Curriculares Comuns e itinerários formativos distintos, de acordo com a orientação dos sistemas de ensino. Esta reforma trata o ensino técnico como um dos itinerários formativos, relembrando a lei Federal 5692/71, quando a oferta do ensino profissionalizante tornou-se obrigatória. O artigo, por meio de revisão bibliográfica e análise de dados governamentais divulgados pelo Ministério da Educação, tem por objetivo discutir como o financiamento desta atual reforma está diretamente ligado à determinação de agências multilaterais e grupos educacionais multinacionais dissociando-se das necessidades e interesses dos jovens que buscam a profissionalização.

Abstract:
Measure 746/2016 in Federal Law No. 13.415 of February 16, 2017, which presupposes the definition of Common Curricular National Bases and different formatives itineraries, according to the orientation of the systems of teaching. In this context, the reform treats technical education as one of the formative itineraries, remembering Federal Law 5692/71, when the offer of vocational education became mandatory in the country. The article, through a bibliographic review and analysis of government data released by the Education Ministry, aims to discuss how the financing of this current reform, which repeating previous models, is directly linked to the interests of multinational educational groups but dissociated from interests of young people who seek professionalization.
