Abstract: In this work of systematization, descriptive and reflective analysis, we present a theoretical framework and normative policy about Inclusive Education in Portugal. The objectives were: i. To understand the legal framework for the concept of Inclusive Education; ii. To identify current forms of integration and possible educational responses proposed by the Ministry of Education and adopted by schools; iii. Understand the role played by schools and local actors in recent years, particularly municipalities, in their commitment to inclusive schools and education. We found that this issue is of great importance today, particularly in the school context, requiring a reconceptualization of the role of schools and the practices underlying the teaching and learning process. We also found that municipalities have intervened and collaborated with schools in implementing inclusive policies and are seen as essential partners in local education policy.
