EDUCAÇÃO ESPECIAL EM MATO GROSSO DO SUL: INDICADORES DE MATRÍCULAS (2007-2016)
O objetivo da pesquisa consiste
em analisar alguns indicadores educacionais
de matrícula do público-alvo da Educação
Especial em Mato Grosso do Sul no período
de 2007 a 2016. Por objetivos específicos,
pretende-se: 1. Discutir as modificações da
política de educação especial no estado;
2. Analisar o movimento das matrículas da
educação especial em Mato Grosso do Sul.
Foram utilizados os procedimentos de revisão
de literatura, pesquisa documental e análise
dos levantamentos estatísticos empreendidos
pelo Instituto Nacional de Estudos e Pesquisas
Educacionais “Anísio Teixeira” (INEP) e dos
microdados obtidos pelo Censo Escolar da
Educação Básica (MEC/INEP). Esses dados
possibilitam conhecer o processo de implantação
da política de educação especial na região
no período proposto. Os dados quantitativos
favorecem uma leitura aprofundada, a partir
de uma análise qualitativa que considere os
impactos sociais das políticas educacionais.
Vimos neste trabalho que no estado de Mato
Grosso do Sul, o atendimento dessa população
em escola comum aumenta no período. No
entanto, apesar da adoção das diretrizes
propostas pela Política Nacional de Educação
Especial na perspectiva da Educação Inclusiva
de 2008 e nos documentos legais decorrentes
que fundamentam essa perspectiva, ainda há
forte presença das instituições especializadas
no estado

Abstract:
The research purpose is to
analyze some educational enrollment indicators
about students who are target audience in
Special Education in the State of Mato Grosso
do Sul from 2007 to 2016. The research main
purposes are: 1. Discuss the Special Education
policies changes in the state. 2. Analyze the
activity of the Special Education enrollments
in Mato Grosso do Sul. In this research, the
following procedures were used: literature
review; documentary research; analysis of
statistical surveys promoted by the National
Institute of Educational Studies and Research
"Anísio Teixeira" (INEP) and microdata obtained
by the School Census of Basic Education (MEC/
INEP). These data allowed the better knowing
about the process of introduction of the Special
Education policy in the State in the time related.
The quantitative data propitiates a very deep
reading, while the qualitative analysis considers the social impacts of the educational policies. It is seen, through this research, that in
the State of Mato Grosso do Sul, it is growing the attendance of the target audience in
regular schools. However, despite the adoption of guidelines purposed by the National
Policy on Special Education, in the inclusive education perspective of 2008 and on
its legal documents which supports this perspective, there is still a strong acting by
specialized institutions.
