EDUCAÇÃO EM SEXUALIDADE NAS ESCOLAS EM PORTUGAL: ANÁLISE DOCUMENTAL SOBRE SUA TRAJETÓRIA E SUAS AÇÕES
Este artigo apresenta uma revisão
da literatura para descrever o processo legal
e prático de educação em sexualidade nas
escolas de Portugal. Os objetivos foram analisar
a trajetória política até a regulamentação da
Lei 60/2009 que propõe a obrigatoriedade da
educação em sexualidade nas escolas em
Portugal, localizar e descrever estudos sobre
a implementação de programas vinculados a
proposta da lei e tecer considerações sobre
a educação em sexualidade em Portugal,
comparando-a com o tema no Brasil. O texto
está organizado em três eixos de conteúdo: (1)
Educação em Sexualidade: processo informal
e formal; (2) Educação em Sexualidade nas
escolas de Portugal; (3) Apontamentos sobre
a Educação em Sexualidade nas escolas de
Portugal em relação à realidade brasileira. As
discussões sobre a implementação da educação
em sexualidade nas escolas vão além das
perspectivas morais e individuais e os contextos
culturais e históricos devem ser considerados
para compreender as políticas públicas. Concluise
que eventuais recomendações, mesmo no
âmbito legal, como é o caso de Portugal, não
garantem a efetividade de ações em educação
em sexualidade de modo abrangente, social e
crítico, sobretudo pela necessidade de melhor
formação nesta área para os professores.

Abstract:
This paper presents a review of
the literature to describe the legal and practical
process of sexuality education in schools in
Portugal. The aim were to analyze the political
trajectory until the regulation of Law 60/2009
that proposes the compulsory sexuality
education in schools in Portugal, to locate
and describe studies on the implementation of
programs linked to the proposal of the law and
to make considerations on sexuality education
in Portugal comparing it with the theme in Brazil.
The text is organized in three axes of content:
(1) Sexuality Education: informal and formal
process; (2) Sexuality education in schools in
Portugal; (3) Notes about sexuality education
in the schools of Portugal in relation to the
Brazilian reality. It is concluded that discussions on the implementation of sexuality
education in schools go beyond moral and individual perspectives. Discussions on
the implementation of sexuality education in schools go beyond moral and individual
perspectives and cultural and historical contexts should be considered in order to
understand public policies. It is concluded that any recommendations, even in the legal
framework, as in the case of Portugal, do not guarantee the effectiveness of actions in
sexuality education in a comprehensive, social and critical way, especially because of
the need for better training in this area for teachers.
