EDUCAÇÃO A DISTÂNCIA E AGENDA NEOLIBERAL - O CASO DA PRIVATIZAÇÃO DA EDUCAÇÃO NA FORMAÇÃO DE PROFESSORES A DISTÂNCIA EM MINAS GERAIS
Nos anos 1990, a EaD foi incluída
na Lei de Diretrizes e Bases da Educação.
Houve um grande crescimento dos cursos de
graduação a distância no país, influenciado
pelo avanço das tecnologias da informação
e comunicação, sobretudo a internet, e das
políticas neoliberais, propostas pelo Banco
Mundial. O presente trabalho objetivou analisar
a evolução do processo de privatização da
formação de professores a distância no Brasil,
proposta pela agenda neoliberal e Banco
Mundial - BM. Para tanto, realizamos uma
pesquisa documental em documentos do
BM e da UAB, e empiricamente, analisamos
o quantitativo de cursos de formação de
professores, no Estado de Minas Gerais, no
sistema e-mec. A pesquisa demonstrou que a
maioria dos cursos de formação de professores
no Estado de MG é ofertada a distância por
IES privadas (76,57%), a maioria delas com
fins lucrativos. A participação de IES públicas é
insipiente (a UAB contribui com 4,48% do total).
Há um processo de privatização da formação
de professores por meio da EaD, causada pela
adoção de uma política neoliberal, que sentencia
a UAB a uma política de governo, movida pela
incerteza e a torna impotente para realizar suas
funções previstas de forma efetiva.

Abstract:
In the 1990s, EAD was included
in the Education Guidelines and Bases Law.
There has been a great growth of undergraduate
distance courses in the country, influenced by
the advance of information and communication
technologies, especially the internet, and the
neoliberal policies proposed by the World
Bank. The present work aimed to analyze
the evolution of the privatization process of
distance teacher training in Brazil, proposed
by the neoliberal agenda and the World Bank
- WB. To do so, we conducted a documentary
research in documents of the BM and the UAB,
and empirically, we analyzed the quantitative of
teacher training courses in the State of Minas

Gerais in the e-mec system. The research showed that most of the teacher training
courses in the State of Minas Gerais are offered at a distance by private HEIs (76.57%),
most of them for profit. The participation of public HEIs is insipient (UAB contributes
4.48% of the total). There is a process of privatization of teacher training through
the EaD, caused by the adoption of a neoliberal policy, that sentences the UAB to a
government policy, driven by uncertainty and makes it impotent to carry out its planned
functions effectively.
