Abstract: This article critically examines the enduring dichotomy between public and private basic education systems in Brazil, interpreting it as a manifestation of deep-rooted structural inequalities that extend beyond the educational field and permeate social, political, and economic domains. The analysis is based on the premise that the coexistence of two distinct schooling models—public, underfunded and overburdened; and private, elitist and selective—reinforces a socially excluding pact that, in practice, denies the universal right to equitable and dignified education. Through a qualitative approach, supported by bibliographic and documentary analysis, critical theoretical contributions, and official data, the study explores the historical effects of this duality, its curricular and financial dimensions, and the intensified consequences brought by the COVID-19 pandemic. Ultimately, the paper advocates for an urgent civilizational reconfiguration that restores public schools as spaces of excellence, social justice, and collective emancipation.
