DO PROGRAMA DE BRAÇOS ABERTOS AO PROGRAMA REDENÇÃO: UMA ANÁLISE SOBRE AS POLÍTICAS PÚBLICAS NA CRACOLÂNDIA NA CIDADE DE SÃO PAULO
Este trabalho tem como objetivo analisar a forma como o poder público vem respondendo as demandas encontradas na Cracolândia, na cidade de São Paulo; região popularmente assim denominada em função da concentração do grande número de pessoas em situação de rua, que apresentam dependência por álcool e outras drogas, em especial, o crack. A trajetória percorrida para tal intento foi de contextualizar historicamente a formação deste território; realizar análise comparativa dos dois programas interventivos em períodos que compreendiam ações tanto no âmbito do município quanto do Estado nos últimos cinco anos; e por fim, apresentar algumas considerações diante da complexidade da situação vivenciada.

Abstract:
The present paper aims to analyze how the Public Authority deals with the social demands found at Brazilian’s Skid Row, located in São Paulo (known in Brazil as Cracolândia). The reason why this aforementioned area is designated as “Cracolândia” is due to the overwhelming number of homeless people with also have associated alcohol and other drug abuse, remakably crack. The pursuit that was intended in this paper had the objective of structure and define, by historical means, the inception of the aforementioned territory. Undergo with a comparative assessment of the interventionist programs on Social Health Care that were active at the time frame analyzed by the present paper, by the means of understanding the role of both Municipal Government and the State, which underwent by five years, and in conclusion show some evaluations, as facing the social circumstance’s experienced.
