DISPENSA DE LICITAÇÃO SOB O ENFOQUE DA CRISE SANITÁRIA DA COVID-19
O presente artigo científico tem como principal objetivo a análise do instituto da dispensa de licitação sob o enfoque da crise sanitária da Covid-19, estabelecido pela Lei Federal nº 13.979/2020 e pelo Decreto Legislativo nº 6 de 20 de março de 2020. Para tanto, são utilizados os conceitos oriundos da Lei Federal nº 8.666/93 e decisão monocrática do Ministro Ricardo Lewandowski, do Supremo Tribunal Federal.

Abstract:
The main objective of this scientific article is to analyze the institute for exemption from bidding under the focus of the Covid-19 health crisis, established by Federal Law No. 13.979/2020 and Legislative Decree No. 6 of 20 March 2020. To this end, the concepts from Federal Law No. 8.666/93 and a monocratic decision by Minister Ricardo Lewandowski of the Supreme Federal Court are used.
