Abstract: The benefits of Open Educational Resources (OER) are vast and effective because they incorporate Information Technology (IT) so that they are freely accessible, generating the democratization of education. Therefore, this research aimed to design and build an OER to encourage good practices in reading comprehension and production of scientific texts in postgraduate students. For its design and construction, the ADDIE Model (Analysis, Design, Development, Implementation and Evaluation) was used. For the purposes of this study, an investigation was carried out with theoretical and/or practical experts, as well as the application of field materials with institutional experts and with students through a survey addressing study habits, the development of the work of Thesis and compliance in time and form with the guidelines for its preparation. The results showed that for the design of the REA, the analysis of the needs of the users must be carried out to establish the objectives of the resource and the learning, the structure of the activities, the user profile, the types of evaluations, their weighting, the language textual graphic and the strategy to implement the resource. The REA was facilitated through a course-workshop of nine sessions. Likewise, it was accompanied by a manual, which breaks down each of the topics, the use of the didactic material, the session programs and the learning activities and evaluations. Concluding that for the creation of an OER, not only the theoretical support and technological resources should be considered, but also the construction of activities that deepen knowledge and doing, reflecting that the skills acquired through it generate new knowledge needs. through motivation and reflection between what is known and what is needed to know.
