DIRETORES ESCOLARES E O DIREITO À EDUCAÇÃO: CONCEPÇÕES DE POLÍTICAS EDUCATIVAS NO CONTEXTO DA PRÁTICA
Este trabalho busca captar a visão dos dirigentes escolares acerca do papel das políticas educacionais na garantia do direito à educação. Indica as concepções construídas pelos diretores escolares em sua atuação profissional no desafio de trazer seguridade às unidades escolares. O estudo contempla ainda a mediação realizada pelos gestores na efetivação das políticas no cotidiano escolar. Para tanto, foram realizadas entrevistas com 12 diretores escolares de escolas públicas municipais e estaduais da região Norte do Ceará. Os resultados mostram que o discurso dos entrevistados se concentra na dimensão pedagógica. Segundo os diretores, a boa política é aquela que tem o foco na aprendizagem dos alunos, que envolve a comunidade e prioriza a formação de professores. Ressaltam, contudo, que a realidade escolar nem sempre apresenta condições favoráveis para essa realização.

Abstract:
This work seeks to capture the vision of school leaders about the role of educational policies in guaranteeing the right to education.
It indicates the conceptions constructed by school principals in their professional performance in the challenge of bringing security to school units. The study also contemplates the mediation carried out by the managers in the implementation of policies in school daily life. To this end, interviews were conducted with 12 school principals from municipal and state public schools in the northern region of Ceará. The results show that the interviewees' discourse focuses on the pedagogical dimension. According to the principals, a good policy is one that focuses on student learning, which involves the community and prioritizes teacher training. They emphasize, however, that the school reality doesn't always present favorable conditions for this achievement.
