DIREITOS HUMANOS: IMPRESSÕES SOBRE AS INTERFACES COM OS MOVIMENTOS SOCIAIS, ÉTNICOS RACIAIS E DE GÊNERO – ORGANIZAÇÃO, LUTAS E CRIMINALIZAÇÃO
Este ensaio resulta da oficina “a criminalização dos movimentos sociais como limitador na luta pelos direitos humanos”, realizada com estudantes da Universidade Federal da Fronteira Sul – UFFS, durante o IX SEPE (seminário de ensino, pesquisa e extensão) da Instituição, no ano de 2019. As impressões dos estudantes foram colhidas em atividades nos grupos, através de questões norteadoras, sem identificação dos participantes, comunicados da utilização de suas percepções em análises e publicações futuras. Os textos utilizados foram sobre: a) os movimentos sociais e sua criminalização pela legislação brasileira; b) a configuração dos direitos humanos no Brasil; c) o MST e a violência agrária; d) a questão indígena no Brasil; e) organização feminista, avanços e desafios; f) as violações dos direitos humanos dos atingidos por barragens. Em cada grupo foram analisados os aspectos da organização social, das limitações impostas pela criminalização dos movimentos sociais e as implicações dessa condição na garantia dos direitos humanos dos grupos sociais envolvidos. As considerações dos estudantes apontaram que os movimentos sociais passam por dificuldades, na mobilização das pessoas e também constataram receio de que as manifestações possam resultar em criminalização, a partir da legislação recentemente aprovada no país, como é a “Lei anti-terror”. As situações analisadas indicam que a criminalização é um fator limitador da garantida dos direitos humanos nos grupos sociais vulneráveis.

Abstract:
This essay results from the workshop "the criminalization of social movements as a limiter in the struggle for human rights", held with students of the Federal University of the Southern Border - UFFS, during the IX SEPE (seminar of teaching, research and extension) of the Institution, in 2019. The students' impressions were collected in activities in the groups, through guide questions, without identification of the participants, communicated the use of their perceptions in future analyses and publications. The texts used were on: a) social movements and their criminalization by Brazilian legislation; b) the configuration of human rights in Brazil; c) the MST and agrarian violence; d) the indigenous question in Brazil; e) feminist organization, advances and challenges; (f) human rights violations of those affected by dams. In each group, the aspects of social organization, the limitations imposed by the criminalization of social movements and the implications of this condition in guaranteeing the human rights of the social groups involved were analyzed. The students' considerations pointed out that social movements are going through difficulties in mobilizing people and also found fear that the demonstrations could result in criminalization, based on the legislation recently passed in the country, such as the "Anti-Terror Law". The situations analyzed indicate that criminalization is a limiting factor for human rights in vulnerable social groups.
