DIMENSÕES SOCIAIS E POLÍTICAS DA FORMAÇÃO PROFISSIONAL: AVALIAÇÃO DA EDUCAÇÃO SUPERIOR PELO MERCADO DO TRABALHO – UM ESTUDO DO CONSELHO REGIONAL DE ADMINISTRAÇÃO DO PARANÁ
O presente artigo tem por objetivo fundamental evidenciar a importância da participação democrática dos Conselhos Profissionais nos instrumentos de avaliação da educação superior no Brasil, em especial do Conselho Federal de Administração. Assinala também algumas implicações desta participação, a partir da contextualização da expansão e a avaliação da educação superior a partir de 1990, quando emerge a cultura avaliativa através do desenvolvimento de novos instrumentos do estado. É demonstrado a avaliação da educação superior por meio do Sistema Nacional da Avaliação da Educação Superior (Sinaes) na forma em que se dá a colaboração das profissões regulamentadas no processo de avaliação, seus limites e possibilidades. Para a fundamentação e análise teórica, foi limitada a Teoria da ação comunicativa (TAC), na perspectiva de entrelaçar tal teoria com a discussão da ampliação de entendimento e participação da sociedade civil organizada nas avaliações. A orientação metodológica utilizada foi o estudo de caso, análise documental através do conhecimento dos Termos de Colaboração emitidos pelo MEC, assim como inerente a toda pesquisa também foi utilizada pesquisa bibliográfica. O trabalho demonstra como foi constituída a criação da participação entre o MEC e os Conselhos profissionais através de um instrumento próprio: os Termos de colaboração, constando nos processos de regulação do Sinaes a partir do Decreto nº 5773/06 (BRASIL, 2006). Aponta-se que a participação dos Conselhos profissionais na avaliação da educação superior pressupõe incentivo e consolidação sobre a participação democrática da sociedade civil por meio dos Conselhos Profissionais. Também há aqui a reflexão sobre as atribuições dos Conselhos quanto à formação profissional e a inserção no mundo do trabalho, suas aproximações e seus limites e por fim o avanço sobre a qualidade esperada na educação superior, constituindo desenvolvimento na metodologia de avaliação.

Abstract:
The main objective of this article is to highlight the importance of the democratic participation of Professional Councils in the evaluation instruments of higher education in Brazil, especially the Federal Council of Administration. It also points out some implications of this participation, from the contextualization of the expansion and evaluation of higher education from 1990, when the evaluative culture emerges through the development of new state instruments. The evaluation of higher education through the National System of Higher Education Assessment (Sinaes) is demonstrated in the way in which the regulated professions collaborate in the evaluation process, its limits and possibilities. For the theoretical foundation and analysis, the Theory of Communicative Action (TAC) was limited, in the perspective of intertwining such theory with the discussion of the expansion of understanding and participation of organized civil society in the evaluations. The methodological orientation used was the case study, document analysis through the knowledge of the Collaboration Terms issued by the MEC, as well as inherent to all research, bibliographic research was also used. The work demonstrates how the creation of participation between the MEC and the Professional Councils was constituted through its own instrument: the Collaboration Terms, included in the Sinaes regulation processes from Decree nº 5773/06 (BRASIL, 2006). It is pointed out that the participation of Professional Councils in the evaluation of higher education presupposes encouragement and consolidation of the democratic participation of civil society through Professional Councils. Here, there is also a reflection on the Councils' attributions regarding professional training and insertion in the world of work, their approximations and limits and, finally, the advance on the expected quality in higher education, constituting a development in the evaluation methodology.
