DESENVOLVIMENTO RENDAS PETROLIFERAS : OS DESAFIOS DO PLANEJAMENTO NA ESCALA LOCAL
A descoberta de petróleo na Bacia de Campos alterou sobremaneira a configuração sócio-política-administrativa e econômica da região Norte Fluminense no Estado do Rio de Janeiro ao mesmo tempo em que lançou novas bases à perspectiva de desenvolvimento na região. Nesse contexto, vinculado ao fato da Constituição de 1988, ter permitido maior autonomia administrativa e financeira a Estados e Municípios, o presente artigo, tem como objetivo analisar a composição dos gastos públicos sociais e orçamentários do período de 1999 a 2016 (analisando o período da abundância, estabilidade e queda nas taxas de recebimento) no município de Quissamã. Nesse cenário, esse município apresenta-se como um dos grandes beneficiários das rendas do petróleo, visto que na década de 1990 a “febre emancipatória” que acometeu o estado do Rio de Janeiro, também aportou nesse município, já com a abertura orçamentária e administrativa advinda da Constituição Federal. Os resultados da pesquisa apontam que apesar do município ser altamente dependente dessas rendas, também depende de outras fontes de recursos para dinamizar o seu desenvolvimento socioeconômico, e a construção de padrões mais justos de redistribuição de acesso a bens e recursos públicos

Abstract:
The discovery of oil in the Campos Basin has greatly altered the socio- political-administrative and economic configuration of the North Fluminense region in the State of Rio de Janeiro, while at the same time laying new foundations for the development prospect in the region. In this context, due to the fact that the Constitution of 1988 allowed for greater administrative and financial autonomy for states and municipalities, this article aims to analyze the composition of public social and budgetary expenditures from the period 1999 to 2016 (analyzing the period of the abundance, stability and fall in rates of receipt) in the municipality of Quissamã. In this scenario, this municipality presents itself as one of the great beneficiaries of oil revenues, since in the 1990s the "emancipatory fever" that affected the state of Riode Janeiro also contributed to this municipality, already with the budgetary and administrative opening coming from the Federal Constitution. The results of the research indicate that although the municipality is highly dependent on these incomes, it also depends on other sources of resources to boost its socioeconomic development, and the construction of fairer patterns of redistribution of access to public goods and resources
