DESAFIOS NO ACESSO AS POLITICAS PÚBLICAS POR MIGRANTES E REFUGIADOS
RESUMO: O presente artigo procura refletir sobre os processos migratórios dentro do reordenamento global e as dificuldades enfrentadas pelos migrantes no acesso as políticas públicas. Há avanços nos marcos regulatórios em relação a migração, entretanto há limites na efetivação das políticas públicas, com dificuldades no acessos pelos migrantes aos serviços disponibilizados. Essa realidade se expressa tanto a nível nacional como nos municípios que acolhem os migrantes, ficando muitas vezes, o atendimento de regularização, acolhida e socioassistencial sob a responsabilidade das instituições da sociedade civil. O estudo se utiliza da abordagem da pesquisa quantitativa tendo a pesquisa bibliográfica e documental como apoio aos estudos. As dificuldades enfrentadas pelos migrantes tanto no ingresso como na sua permanência no país são muitas, desde o domínio do idioma, o acesso à documentação básica e ao emprego, constituindo-se em obstáculos na melhoria de vida dessas pessoas. O trabalho contempla as contribuições do projeto Internacionalização, Cidadania e Direitos Humanos - InterMig junto a população migrante e refugiada que moram ou transitam pela cidade de Ponta Grossa/Pr., a rede socioassistencial do Município e com adolescentes participantes de programas de contra turno escolar da cidade. A sistematização das ações evidencia a necessidade de considerar os aspectos culturais dos migrantes e que o preconceito e a xenofobia ainda imperam em nossa sociedade.

Abstract:
ABSTRACT: This article seeks to reflect on the migratory processes within the global reordering and the difficulties faced by migrants in accessing public policies. There are advances in the regulatory frameworks in relation to migration, however there are limits in the implementation of public policies, with difficulties in the access by migrants to the services available. This reality is expressed both at the national level and in the municipalities that welcome migrants, often leaving the regularization, reception and social assistance services under the responsibility of civil society institutions. The study uses the approach of quantitative research having the bibliographic and documentary research as support for the studies. The difficulties faced by migrants both in entering and staying in the country are many, from mastering the language, access to basic documentation and employment, constituting obstacles to improving these people's lives. The work contemplates the contributions of the project Internationalization, Citizenship and Human Rights - InterMig with the migrant and refugee population who live or transit through the city of Ponta Grossa/Pr. The systematization of actions highlights the need to consider the cultural aspects of migrants and that prejudice and xenophobia still prevail in our society.
