Abstract: According to the World Health Organization (WHO), in a concept defined in 1990 and updated in 2002, Palliative Care (PC) promotes assistance through a multidisciplinary team aimed at improving the quality of life of patients and their families, facing a life-threatening disease through prevention and relief of suffering, early identification, flawless assessment and treatment of spiritual physical, social, psychological symptoms. PC should gather the skills of a multiprofessional team to help the patient and family members adapt to the life changes imposed by the disease, as well as promote the necessary reflection to face the irreversible condition and / or the possibility of death. This paper aims to highlight the difficulties in access to palliative care in Primary Health Care (PHC). This is an integrative review of the literature carried out through the search of articles on the subject covered in the Literatura Latino-Americana e do Caribe em Ciências da Saúde (LILACS), Medical Literature Analysis and Retrieval System Online (MEDLINE) and Scientific Electronic Library Online (SCIELO) databases, and in the end, 14 articles with a temporary cut from 2014 to 2019 were selected to serve as the basis for the the construction of this study, developed in July to September 2017. With the growth of the elderly population, epidemiological increase of chronic degenerative diseases and socioeconomic fragility, the need for palliative care is growing in our country, with PHC the best level of care for the provision and coordination since, it has the potential to develop a set of interventions that favor the quality of life and continuity of palliative care, both inside and outside the home. In addition, they provide the patient a close family care, avoiding unnecessary hospitalizations and reducing the risk of infections through home care. However, there is immense difficulty in including palliative care in the context of PHC. Thus, this study aimed to understand the difficulties encountered in the application of palliative care in Primary Health Care.
