DESAFIOS DA CONSOLIDAÇÃO TERRITORIAL EM UNIDADE DE CONSERVAÇÃO NA AMAZÔNIA: UMA EXPERIÊNCIA DE DEMARCAÇÃO E GEORREFERENCIAMENTO NA RESERVA EXTRATIVISTA DO CAZUMBÁ-IRACEMA
A regularização fundiária é um
dos grandes desafios para a implantação
das Unidades de Conservação Federais e
essa problemática passa não apenas pela
limitação de recursos orçamentários, mas
também pela carência de um corpo técnico
qualificado para atuação nessa temática
específica. No caso das terras públicas, por
não ser necessária a indenização dos imóveis,
o trabalho envolve basicamente articulação
política, georreferenciamento e demarcação
do imóvel ou bem público. A experiência do
ICMBio com a contratação de empresas para
execução dessa atividade tem se apresentado
ineficiente e de alto custo. O presente trabalho
visa apresentar a metodologia de um curso
e força-tarefa para o georreferenciamento e
demarcação de uma gleba pública no interior da
Reserva Extrativista do Cazumbá-Iracema, no
Acre. Por meio dessa metodologia foi possível
comprovar a viabilidade técnico-financeira da
execução direta desse tipo de trabalho por
técnicos do ICMBio, propiciando agilidade e
ganho de escala no processo de Concessão
de Direito Real de Uso dos imóveis públicos
para o ICMBio e, consecutivamente, deste
para as populações tradicionais beneficiárias.
Para as Reservas Extrativistas, possibilitase
o cumprimento efetivo dos objetivos de
criação dessas Unidades de Conservação e a
consolidação territorial destas áreas protegidas.

Abstract:
The land property regularization is one of the major challenges in
implementation of Protected Areas in Brazil and the problematic matter not only for
the limitation of budgetary resources, but also by the lack of qualified technicians to
act on this theme. In the case of public territories, there is no demand for payment
or expropriation, the work involves basically political articulation, georeferencing and
demarcation of the public property. ICMBio experience with hiring companies for
execution of georeferencing and demarcation of public property and protected areas has
been inefficient.The present work presents the methodology of a course and task force
for georeferencing and demarcation of a public territory, in the process of collection by
INCRA, located inside Cazumbá-Iracema Extractive Reserve, Acre State. Through this
method, it was possible to prove the technical and financial viability of direct execution
of this type of work by technicians of the ICMBio, providing agility and scale gain in the
processes of land property regularization and of granting the right of use for the ICMBio
and, consecutively, to traditional populations who lives inside the Protected Areas. For
the Extractive Reserves, specifically, enables the effective fulfillment of the objectives
of creation and territorial consolidation of these protected areas.
