DEMOCRACIA E CONSTITUCIONALISMO: CRISES ATUAIS, RAÍZES PROFUNDAS
Este trabalho visa analisar como a democracia expressa na Constituição é percebida na prática societária do cotidiano popular. Em 1985, ouvia-se: “Diretas já”! Em processo crescente, aquela conjuntura foi marcada pela mobilização popular que ansiava pela restauração das liberdades amplas de opinião, pensamento e manifestação, além da possibilidade de escolher representantes para as funções políticas. Nessa esteira histórica, a Constituição da República Federativa do Brasil promulgada em 1988 se fez portadora de um projeto democrático, traçado sob a semântica de um conceito ampliado de democracia que fixou a soberania popular pelo voto e concedeu direitos e garantias fundamentais como fundamentos do Estado brasileiro. Atualmente, decorridos mais de 30 anos da Constituição Federal de 1988, é necessário pensar como se deu o desenvolvimento do pensamento democrático, e se os cidadãos veem o viés democrático como benéfico ou não para o Brasil diante da grave crise política e social pela qual o país passa. A Constituição trouxe incontáveis avanços, mas ainda existem disposições do texto constitucional que não se verificam no cotidiano das pessoas. Portanto, busca-se analisar o contato entre esse projeto democrático inscrito na Constituição de 1988 e o tecido social que ele normatiza através de uma análise de dados quantitativos e qualitativos coletados em entrevistas e questionários com populares dos mais variados segmentos sociais, que resultaram na verificação de que a crise atual também alcançou a democracia, justamente porque o povo não crê mais na democracia como capaz de solucionar os problemas enfrentados pela nação.

Abstract:
This paper aims to analyze how democracy expressed in the Constitution is perceived in the societal practice of popular daily life. In 1985, if was said: “Direct now”! In a growing process, this conjuncture was marked by the popular mobilization that longed for the restoration of broad freedoms of opinion, thought and manifestation, as well as the possibility of choosing representatives for political functions. In this historical context, the Constitution of the Federative Republic of Brazil promulgated in 1988 carried a democratic project, based on the semantics of an expanded concept of democracy that fixed popular sovereignty by voting and granted fundamental rights and guarantees as foundations of the Brazilian State. Today, more than 30 years after the Federal Constitution of 1988, it is necessary to think about the development of democratic thinking, and whether citizens see the democratic bias as beneficial or not for Brazil in the face of the serious political and social crisis that country goes by. The Constitution has brought countless advances, but there are still provisions of the constitutional text that are not found in people's daily lives. Therefore, we seek to analyze the contact between this democratic project inscribed in the 1988 Constitution and the social fabric that it regulates through an analysis of quantitative and qualitative data collected from interviews and questionnaires with people from the most varied social segments, which resulted in the verification. that the current crisis has also reached democracy, precisely because the people no longer believe in democracy as capable of solving the problems facing the nation.
