DEBATES SOBRE OS PADRÕES ÉTICOS NA ADMINISTRAÇÃO PÚBLICA BRASILEIRA
A construção institucional dos Estados Nacionais trouxe consigo não apenas a centralização do poder, mas também a conformação instrumental de difusos padrões éticos de funcionamento dos Aparelhos de Estados. Tomando como referência esta temática, o presente capítulo tem o objetivo analisar a problemática dos distintos padrões éticos consolidados ao longo do tempo na Administração Pública brasileira, por meio de um estudo exploratório e descritivo de natureza qualitativa, utilizando-se de revisão bibliográfica e documental no levantamento de dados e de hermenêutica jurídica e política para a interpretação das informações. Conclui-se com base nos resultados apresentados que a Administração Pública brasileira possui diferentes matrizes de influências sobre os padrões éticos de funcionamento da máquina pública, os quais se cristalizaram cumulativamente ao longo de tempo, repercutindo, na longa e curta duração, em um baixo grau de incentivos para mudança de comportamento dos agentes públicos.

Abstract:
The institutional construction of the National States has brought alongside not only the centralization of power but also the instrumental conformation of diffuse ethical standards of deployment of the State Apparatuses. Taking this theme for granted, this chapter aims to analyze the issue of different ethical standards consolidated over time in the Brazilian Public Administration through an exploratory and descriptive study of qualitative nature, using a bibliographic and legal review in the data collection as well as legal and political hermeneutics for the interpretation of information. Based on the results presented it can be concluded that the Brazilian Public Administration has had different matrices of influence on the ethical standards for the deployment the public machine, which were cumulatively crystallized over time with repercussion in the short and long-term in terms of low incentives for the change of the behavior of public agents.
