CUSTOS TOTAIS NO MODELO DE EFICIÊNCIA DAS DISTRIBUIDORAS DE ENERGIA ELÉTRICA BRASILEIRAS: UMA ANÁLISE
Este artigo analisa a eficiência das
distribuidoras de energia elétrica no Brasil,
considerando os custos totais. O impacto da
inclusão dessa variável é avaliado através
de quatro diferentes modelos de eficiência,
empregando as metodologias Data Envelopment
Analysis e Stochastic Frontier Analysis. A
aplicação foi conduzida com dados de uma
amostra de 60 distribuidoras divididas em dois
períodos: 2008 a 2010 para cálculo da fronteira
de eficiência e 2011 a 2012 para validação da
metodologia. Os resultados mostraram que em
média os custos totais estimados pelos métodos
de benchmarking foram aproximadamente 7%
menores do que o praticado em 2011 e 2012,
ou seja, as distribuidoras necessitariam reduzir
em média aproximadamente R$ 40 milhões/
ano dos seus custos totais

Abstract:
This article analyzes the efficiency
of electricity distributors in Brazil, considering
the total costs. The impact of the inclusion of
this variable is evaluated through four different
efficiency models, using the Data Envelopment
Analysis and Stochastic Frontier Analysis
methodologies. The application was conducted
with a sample data of 60 distributors divided
into two periods: 2008 to 2010 to calculate the
efficiency frontier and 2011 to 2012 to validate
the methodology. The results showed that
on average the total costs estimated by the
benchmarking methods were approximately 7%
lower than those practiced in 2011 and 2012,
ie, energy distributors would need to reduce on
average approximately R$ 40 million / year of
their total costs.
