Abstract: Palliative Care is defined as a care approach grounded in principles aimed at promoting quality of life and alleviating the suffering of patients and their families facing life-threatening conditions. In this perspective, it encompasses actions focused on pain control, relief of signs and symptoms, and comprehensive care addressing physical, psychological, social, and spiritual dimensions. In the Brazilian context, Primary Health Care (PHC) plays a strategic role in the organization and delivery of palliative care, particularly due to its proximity to communities, families, and its emphasis on continuity of care. The integration of palliative care into PHC requires coordinated actions from the multidisciplinary team, in which nurses play a prominent role in care planning, guidance, and follow-up, with an emphasis on welcoming practices, effective communication, and health education. However, the implementation of palliative care within PHC still faces significant challenges, including gaps in professional training, limitations in service structure, difficulties in health care network integration, and the complexity of patients’ and families’ needs. Thus, the theoretical framework presented encourages reflection on the concepts and principles of palliative care, its integration into Primary Health Care in Brazil, and the main challenges to its effective implementation at this level of care.
