CREDITO SOLIDÁRIO, COMO FATOR DE CRIAÇÃO DE NOVAS TERRITORIALIDADES URBANAS, DISTRIBUIÇÃO DE RENDAS E MELHORA NA QUALIDADE DE VIDA - PROJETO VIVA VIDA – BELA VISTA – VALE DO APA -.
A participação de entidade sem fins lucrativos, na produção social da habitação, é uma inovação na forma de se produzir habitação para a população de baixa renda, que sempre ficou a margem dos programas de financiamento de habitação. Com a maior participação de movimentos sociais reivindicando a maior participação nesse processo, culminou com a entrada dessas Organizações da Sociedade Civil, mais precisamente nas primeiras décadas do Sec. XXI. Dessa o Projeto Viva Vida, construiu, por meio do programa Credito Solidário, 358 unidades habitacionais, sendo que nesse trabalho se analisou apenas o empreendimento Vale do Apa, construído na cidade de Bela Vista, MS. Analisando a transformação social e a criação de novas territorialidades por meio do trabalho técnico social desenvolvido concomitante ao processo de construção propriamente dito. O trabalho realizado foi sistêmico e baseado em três vertentes: projeto técnico social, engenharia e jurídico, demonstrando, ao final, que os atores locais podem responder aos seus questionamentos, com ações satisfatórias a cada problema encontrado. Foram analisados os dados coletados em dez anos de projeto, desde a fase da pré-construção até dez anos da entrega das unidades habitacionais.

Abstract:
Nonprofit participation in the social production of housing is an innovation in the way housing is produced for the low income population that has always been marginalized by housing financing programs. With the greater participation of social movements demanding the greater participation in this process, culminated with the entry of these Civil Society Organizations, more precisely in the first decades of Sec. XXI. Through this program, Viva Vida Project, through the Credito Solidário program, built 358 housing units. In this work, only the Vale do Apa project, built in the city of Bela Vista, MS, was analyzed. Analyzing the social transformation and the creation of new territorialities through social technical work developed concomitant to the construction process itself. The work was systemic and based on three aspects: social, engineering and legal technical project, demonstrating, in the end, that local actors can answer their questions, with satisfactory actions to each problem encountered. The data collected during the ten years of the project were analyzed, from the pre-construction phase to ten years after the delivery of the housing units.
