CRÉDITO RURAL E EFICIÊNCIA TÉCNICA DA AGROPECUÁRIA DOS MUNICÍPIOS DO ESTADO DA BAHIA
O objetivo desse trabalho é analisar
a eficiência técnica da agropecuária dos
municípios do Estado da Bahia, considerando
o efeito do crédito rural como um dos fatores
responsáveis pelo aumento da eficiência. A
literatura não é unânime em relação aos efeitos
do acesso ao crédito sobre a eficiência na
produção. A produção agropecuária e o crédito
rural têm evoluído nos últimos anos, no entanto,
ambos ainda são muito concentrados em
algumas localidades do estado. Como o espaço
econômico baiano é muito heterogêneo em
relação às condições de produção agropecuária,
espera-se que o crédito rural afete a produção
de forma diferenciada, principalmente em
relação à eficiência técnica da produção. A
metodologia utilizada no presente trabalho
consistiu na estimativa da função de produção
média, pelo método dos mínimos quadrados
ordinários (MQO), bem como pela estimativa da
função fronteira de produção estocástica. Estes
métodos foram aplicados para avaliar o efeito
do crédito sobre a produção e sua importância
para a eficiência técnica dos municípios
baianos. A base de dados utilizada foi o Censo
Agropecuário de 2006. A hipótese do trabalho
foi que o crédito rural contribui para aumentar a
eficiência da produção agrícola.

Abstract:
The aim of this work is to analyze
the technical efficiency of agricultural counties
in the state of Bahia, considering the effect of
rural credit as one of the factors responsible
for increased efficiency. The literature is not
unanimous on the effects of access to credit
on production efficiency. Agricultural production
and rural credit have evolved in recent years,
however, both are still very concentrated in a few
locations in the state. As the Bahian economic
space is very heterogeneous regarding the
conditions of agricultural production, it is
expected that the rural credit affects production
differently, especially regarding the technical
efficiency of production. The methodology
used in this study was to estimate the average
production function by the method of ordinary
least squares (OLS) and the estimated
stochastic frontier production function. These
methods were applied to assess the effect of credit on production and its importance
to the technical efficiency in the municipalities. The database used was the 2006
Agricultural Census. The working hypothesis was that the rural credit helps to increase
the efficiency of agricultural production.
