Abstract: The 1960 and 1970 are marked by events and norms, according to the historiography that analyzes Recife's Carnival. At this time, organizing Momo's reign became a political priority, as administrators thought it necessary to create public policies capable of solving an issue that had been highlighted in the city's periodicals for decades: “saving Recife's Carnival from decay”. In an attempt to organize the party, ordinances and legislation were created to prohibit practices considered subversive, among them the participation of transvestites, who were present in many carnival groups. In 1970, a resolution from the Public Security Secretariat (SSP / PE) prohibited transvestites and homosexuals from being seen on the streets during the Recife Carnival. However, the resistance of transvestites can be seen and problematized in historiography and in the city's periodicals. In this sense, the research analyzed the persecution of transvestites in Momo's reign, also highlighting their resistance to any type of norm or prohibition.
