Corpos deficientes e diferentes: discurso sobre a diversidade e a política de inclusão no Plano Municipal de Educação
O Plano Municipal de Educação
(PME) traça metas a serem implantadas nas
escolas no período de um decênio. As políticas
reparatórias e a incorporação de novas
demandas devem pautar o PME, assim como
outras políticas públicas de educação, pois a
inclusão da diferença tem espaço privilegiado na
escola. A palavra diversidade traz à tona a luta
política enfrentada por deficientes e pessoas
que defendem o respeito à diversidade sexual.
A política de inclusão, especialmente do sujeito
deficiente, tem gerado controvérsias porque
torna necessária a alteração da estrutura física
e pedagógica das instituições de ensino. Quanto
à diversidade sexual, os valores religiosos e
morais são outros empecilhos para avanços na
questão. Assim, o objetivo desta comunicação
é debater a tentativa de controle social dos
corpos deficientes e diferentes através do
discurso sobre os perigos do emprego do termo
diversidade no PME da cidade de Varginha
(MG). A metodologia utilizada é a análise do
discurso dos agentes sociais que participaram
da audiência pública e da sessão da Câmara
dos Vereadores, em junho de 2015, que
debateu e aprovou o PME. Os dados apontam
que o ensino municipal da próxima década será
marcado por dificuldades, uma vez que o “medo”
acerca da ideologia de gênero e as restrições
à implantação da acessibilidade nas escolas
levaram à retirada da palavra diversidade do
texto final do PME.

Abstract:
The Municipal Education Plan
(PME) sets goals to be implemented in
schools in a decade. Corrective policies and
the incorporation of new demands should line
the PME, as well as other public policies of
education, because the inclusion of difference
has privileged space in the school. The word
diversity brings out the political struggle faced by
disabled people and people who advocate the
respect for sexual diversity. The inclusion policy,
especially of the disabled person, has generated
controversy because it makes it necessary to
change the physical and pedagogical structure
of educational institutions. As for sexual diversity,
religious and moral values are other impediments
to progress on the issue. Therefore, the purpose
of this communication is to discuss the attempt
of social control of the disabled and different
bodies through the speech about the dangers
of use of the term diversity in the PME in the city of Varginha (MG). The methodology
used is the discourse analysis of public and private agents who participated in the
public hearing and the session of the City Council, in June 2015, and discussed and
approved the PME. The data indicate that municipal education in the next decade will
be marked by difficulties, since the “fear” of gender ideology and the restrictions on the
implementation of accessibility in schools led to the withdrawal of the word diversity
from the final text of the PME.
