COOPERAÇÃO HORIZONTAL: A EXPERIÊNCIA DOS CONSÓRCIOS INTERMUNICIPAIS
O objetivo deste trabalho é analisar
a experiência recente dos Consórcios públicos
intermunicipais no Brasil. A cooperação entre
os entes federados racionaliza o uso dos
recursos públicos uma vez que é muito mais
oneroso para a união ou para os estados
montar estruturas paralelas às dos municípios.
Portanto, é necessário que se estabeleça um
relacionamento intergovernamental capaz de
evitar a desagregação e a competição entre os
entes federativos, promovendo a cooperação
e coordenação federativas.Verificamos que a
adesão aos Consórcios Públicos intermunicipais
cresceu muito nos últimos anos ante ao aumento
das atribuições municipais. Conclui-se que
apesar das dificuldades pelas quais passam
os consórcios públicos, são estes importantes
instrumentos de prestação de serviços públicos
principalmente por parte dos municípios mais
pobres.

Abstract:
The objective of this study is to
analyze the recent experience of intercity public
consortia in Brazil. Cooperation between federal
rationalizes the use of public resources since it
is much more costly to the union or the states to
mount parallel structures to the municipalities.
Therefore, it is necessary to establish an
intergovernmental relationship able to avoid
the breakdown and the competition between
the federal entities, promoting cooperation
and coordination federativas.Verificamos that
adherence to the Public Consortia inter grown
in recent years compared to the increase of
municipal responsibilities. In conclusion, despite
the difficulties they undergo public consortia,
are these important public service instruments
mainly by the poorest municipalities.
