CONTROLE SOCIAL: NÍVEL DE CONHECIMENTO DOS CONSELHEIROS DE SAÚDE
O Conselho Municipal de Saúde é um órgão colegiado de caráter permanente, deliberativo, normativo e fiscalizador das ações e serviços de saúde no âmbito do SUS, no município. Assim o presente estudo objetivou analisar o conhecimento dos conselheiros municipais de saúde de Arcoverde (PE) em relação as suas atribuições e funções no conselho de saúde. Trata-se de um estudo descritivo do tipo transversal com abordagem quantitativa. O elemento de análise do estudo foi à aplicação de questionário ao grupo de conselheiros de saúde no dia 11 de abril de 2011 durante a reunião mensal dos mesmos. Foram entrevistados 19 conselheiros, destes 47,4% representavam os usuários membros da sociedade civil, 15,8 % o Governo Municipal, 5,2% os prestadores de serviços e 31,6% trabalhadores em saúde. Observa-se que 63%, possuíam nível superior. Em relação à participação de cursos 95% afirmaram já terem sido capacitados, destacando assim que estariam preparados para exercer a sua função no conselho, dado este que corrobora o percentual de 95% dos entrevistados se considerarem atuantes. O conhecimento dos conselheiros é fator fundamental para que possam atuar adequadamente no âmbito de suas funções dentro do conselho de saúde, pois apenas dessa maneira pode-se afirmar que o controle social está sendo efetuado.

Abstract:
The Municipal Health Council is a permanent, deliberative, normative and supervisory collegiate body of health actions and services within the SUS, in the municipality. Thus the present study aimed to analyze the knowledge of the municipal health counselors of Arcoverde (PE) in relation to their attributions and functions in the health council. This is a descriptive cross-sectional study with a quantitative approach. The element of analysis of the study was the application of a questionnaire to the group of health counselors on April 11, 2011 during their monthly meeting. Nineteen councilors were interviewed, of which 47.4% represented users who were members of civil society, 15.8% the municipal government, 5.2% service providers and 31.6% health workers. It is observed that 63% had higher level. Regarding the participation of courses 95% said they had already been trained, highlighting that they would be prepared to perform their function on the board, which corroborates the percentage of 95% of respondents consider themselves active. The knowledge of counselors is a fundamental factor for them to act properly within the scope of their functions within the health council, because only in this way can it be stated that social control is being carried out.
