CONTROLE E ENRAIZAMENTO SOCIAL DA VIDA ECONÔMICA NA ILHA GRANDE, ANGRA DOS REIS/RJ: UMA ABORDAGEM À LUZ DA SOCIOLOGIA ECONÔMICA
Este artigo se propõe a discutir os conflitos territoriais na Ilha Grande-RJ, à luz da sociologia econômica, tendo como cerne da questão as diferentes percepções do valor da terra, e do que a economia clássica convencionou chamar de recursos produtivos; pelos atores locais: empresários, moradores antigos, poder público local e órgãos ambientais de iniciativa pública ou privada. Usa-se para tal a técnica bibliográfica e propõe-se uma abordagem epistemológica considerando os fundamentos da sociologia econômica e da gestão social. Os interesses do capital requerem o reordenamento do território para sua exploração dita eficiente, ignorando o elevado valor subjetivo e socialmente situado desse território para os moradores antigos. Os órgãos públicos ambientais também não têm agido de forma diferente, enquanto buscam frear a expansão das atividades do turismo na ilha, terminam por retirar dos antigos moradores sua territorialidade e autarquia, cerceando seu direito a frequentar o que antes era seu quintal, fonte parcial de alimentos, ervas medicinais e práticas culturais. Assim, os moradores antigos estão sendo desenraizados econômica e socialmente, o que poderá resultar em sua saída da ilha ou sua rendição aos interesses do capital, visto que estes ainda resistem aos invasores. Entende-se que, mediante a prática da cidadania deliberativa e sob os princípios da gestão social, seria possível alcançar um consenso junto aos órgãos ambientais para que os moradores antigos não sejam desterritorializados. Ao contrário, sejam fortalecidos em seu sentimento protetor da Ilha Grande, o que os estimularia a exercer controle social sobre a expansão das atividades do turismo, no contexto do desenvolvimento sustentável.

Abstract:
This article proposes to discuss the land use conflicts in Ilha Grande-RJ, under the light of economic sociology, having at the heart of the question the different perceptions of the value of the land, and what classical economics has agreed to call productive resources; by the local actors: businessmen, ancient residents, local government and environmental agencies, of public or private initiative. The bibliographical technique is used for this, and an epistemological approach is proposed, considering the principles of economic sociology and social management. The interests of capital require the reorganization of geographic space for its efficient exploitation, ignoring the high subjective and socially situated value of that place for the ancient residents. The public environmental agencies have also not acted in a different way, while seeking to curb the expansion of tourism activities on the island, end up removing their territoriality and autarchy from the ancient residents, curtailing their right to attend what was once their yard, a partial source of foods, herbs and cultural practices. Thus, the ancient residents are being uprooted economically and socially, which may result in their leaving the island or surrendering to the interests of capital, as these still resist the invaders. It is understood that, through the practice of deliberative citizenship and under the principles of social management, it would be possible to reach a consensus with the environmental agencies so that the old residents are not expelled. Instead, be strengthened in their protective feeling of the Ilha Grande, which would encourage them to exercise social control over the expansion of tourism activities, in the context of sustainable development.
