Abstract: This text is part of a more comprehensive and in-depth research (Sueth, 2017) that also uses the analytical reference Policy Cycle developed by Ball and Bowe (1992), which aimed to analyze the control mechanisms used as management of the teaching work carried out on the accredited professor-researcher in stricto sensu postgraduate programs in education, from a public and a private university based in the State of Rio de Janeiro, applying Capes evaluation policies, focusing on bibliographic production, considering the political strategy context of this analytical reference. Among the consequences that unfold from this situation, aiming at the formulation and feasibility of new paradigms capable of breaking with the current productivity paradigm, we glimpse what could become mitigating possibilities for the difficulties faced, looking at the Nobel Prize; FabLab and Open Access.
