CONTRIBUIÇÕES DA SOCIOLOGIA DA AÇÃO ORGANIZADA PARA O PLANEJAMENTO URBANO: UMA ANÁLISE DA ATUAÇÃO DE ATORES METROPOLITANOS
A escala metropolitana foi retomada
recentemente nos âmbitos acadêmicos e
operacionais na área do planejamento urbano.
Esta escala de politicas públicas apresenta
inúmeros desafios para a prática do setor, reflexo
do próprio contexto em questão: fragmentação
institucional, multiplicidade de atores e
instâncias dificuldades de governabilidade,
dentre outros. Nesta ótica, instrumentos de
planejamento urbano podem ser lidos como
momentos/tentativas de superação dessas
dificuldades, configurando-se como locus onde
se cruzam os diversos atores metropolitanos. No
entanto, como interpretar essa pluralidade de
atores e ações que se mostram nessa ‘arena’?
Nesse sentido, buscou-se apoio na teoria da
sociologia das ações organizadas (oriunda das
proposições dos franceses Michel Crozier e
Edhard Friedberg, uma vertente da sociologia
das organizações), permitindo orientar o olhar
em direção às ações ali construídas, buscando
vislumbrar seus potenciais e eventuais alcances.

Abstract:
The metropolitanscale has
recently been retaken in the academic
and operationalspheres in the area of
urban planning. This scale of public
policiespresentsnumerous challenges for the
practice of the sector, reflecting the context
: institutional fragmentation, multiplicity of
actors and instances of governancedifficulties,
amongothers. In this perspective, urban
planning instruments canberead as moments
/ attempts to overcomethesedifficulties,
configuringthemselves as locus where the
variousmetropolitanactorsintersects. However,
howtointerpretthisplurality of actors and
actions that show themselves in this ‘arena’?
In thissense, support wassought in the theory
of the sociology of organized actions (from the
propositions of the French Michel Crozier and
Edhard Friedberg, a branch of the sociology
of organizations), allowing to orient the look
towards the actions builtthere, seeking to
glimpse its potentialsandpossiblescope.
