CONSTRUÇÃO DE UM LIVRO DIGITAL COMO TECNOLOGIA EDUCACIONAL SOBRE JUDICIALIZAÇÃO DA SAÚDE PÚBLICA
Introdução: É crescente a busca por garantia do direito à saúde por via judicial. Portanto, é necessário informar e educar o público sobre a judicialização da saúde pública e suas implicações. Nesse sentido, a inserção de tecnologias educacionais digitais torna-se útil para os gestores da saúde compartilharem informações atualizadas aos interessados no tema. Objetivos: apresentar a criação de uma tecnologia educacional para compartilhamento digital de informações sobre judicialização da saúde pública. Método: estudo com abordagem metodológica, desenvolvido em 4 etapas: 1. definição dos itens relacionados ao desenvolvimento do material educativo; 2. Desenvolvimento da mensagem; 3. Ilustrações e layout; e 4: Reunião dos especialistas para adaptação final e conclusão da tecnologia em formato livro digital. O estudo ocorreu entre janeiro e julho de 2021, integrado à dissertação de A.F.G, mestranda de um Programa de Pós-Graduação Stricto Sensu de uma Universidade Pública de Minas Gerais. Utilizou-se as plataformas digitais e ambientes virtuais: Canva®, Google forms® e WhatsApp® e Messenger. Resultados: este estudo descreveu a criação de um livro digital educativo intitulado ‘Judicialização da Saúde Pública: direitos do cidadão e deveres do estado’. Com 12 temas o livro digital foi elaborado em formatos compatíveis para compartilhamento em redes sociais. Conclusões: Com esse estudo foi possível descrever e construir uma tecnologia educacional em formato de livro digital. A tecnologia foi destinada aos gestores, mas pode ser compartilhada com os usuários do SUS e profissionais das áreas da saúde e do direito que buscam informações sobre a judicialização da saúde pública no Brasil. Espera-se que este tipo de estudo possa trazer contribuições para abordar o tema junto ao público-alvo por conter informações gerais acerca da judicialização da saúde pública no Brasil. Além disso, a versatilidade do livro digital para utilização nas redes sociais é um diferencial que poderá complementar ações de informação, comunicação e educação em saúde sobre o tema.

Abstract:
Introduction: The search for guaranteeing the right to health through the courts is growing. Therefore, it is necessary to inform and educate the public about the judicialization of public health and its implications. In this sense, the insertion of digital educational technologies in the field of health becomes useful for health managers to share updated information with those interested in the topic. Objectives: to present the creation of an educational technology for digitally sharing information about the judicialization of public health. Method: study with a methodological approach, developed in 4 steps: 1. definition of items related to the development of educational material; 2. Message development; 3. Illustrations and layout; and 4. Meeting of experts for final adaptation and completion of technology in format of the ebook. The study took place between January and July 2021, as part of the dissertation of A.F.G, Master's student of a Postgraduate Program Stricto Sensu at a Public University of Minas Gerais. Digital platforms and virtual environments were used: Canva®, Google forms® and WhatsApp®, and Messenger. Results: this study described the creation of an educational ebook entitled “Judicialization of Public Health: citizen's rights and state duties. With 12 themes, the ebook was prepared in compatible formats for sharing on social networks. Conclusions: With this study it was possible to describe and build an educational technology in an ebook format. The technology was intended for managers, but it can be shared with SUS users and professionals in the areas of health and law who seek information on the judicialization of public health in Brazil. It is expected that this type of study can bring contributions to address the topic with the target audience as it contains general information about the judicialization of public health in Brazil. In addition, the versatility of the livro digital for use on social networks is a differential that can complement information, communication, and health education actions on the subject.
