CONSELHOS GESTORES DE POLÍTICAS PÚBLICAS: INSTRUMENTOS DE DEMOCRACIA PARTICIPATIVA E CONTROLE SOCIAL NO MUNICÍPIO DE CURITIBA
Este resumo estendido foi elaborado
como parte inicial de pesquisa de mestrado
e apresentado no II Simpósio Internacional
Interdisciplinar em Ciências Sociais Aplicadas,
em 2017. O objetivo foi apresentar o panorama
dos Conselhos Municipais de Curitiba, no ano
de 2017, classificados enquanto conselhos
sociais, em relação às possibilidades de
garantia da democracia participativa e controle
social. A pesquisa foi dividida em três fases:
fundamentação teórica, coleta de dados
no site do Portal e análise e discussão dos
dados. Concluiu-se que os conselhos gestores
são instâncias com potencial para promover
a democracia participativa e o controle
social sobre as políticas públicas, condições
favorecidas pela indispensável deliberação.
Esta investigação pode favorecer a adesão
dos cidadãos aos conselhos, proporcionando o
fortalecimento da gestão pública compartilhada,
contribuindo com a redução das desigualdades
sociais.

Abstract:
This extended summary
was prepared as an initial part of master’s
research and presented at the II International
Interdisciplinary Symposium on Applied Social
Sciences in 2017. The purpose was to present
the panorama of the Municipal Councils of
Curitiba in 2017, classified as social councils,
in relation to the possibilities of guaranteeing
participatory democracy and social control.
The research was divided into three phases:
theoretical foundation, data collection on the
Portal website and analysis and discussion of
the data. It was concluded that the management
councils are instances with the potential to
promote participatory democracy and social
control over public policies, conditions favored
by the indispensable deliberation. This research
can favor the citizens’ adhesion to the councils,
providing the strengthening of shared public
management, contributing to the reduction of
social inequalities.
