CONHECIMENTO E GESTÃO: A ATIVIDADE DE INTELIGÊNCIA NA POLÍCIA CIVIL DO ESTADO DE SÃO PAULO
O presente trabalho teve por objetivo principal fornecer uma contribuição ao aprimoramento
da Atividade de Inteligência praticada por unidades de Inteligência da Polícia Civil de São
Paulo, baseadas na cidade de São Paulo. A Engenharia de Produção tem, cada vez mais,
produzido trabalhos na área da gestão do conhecimento, área de significativa otimização dos
setores produtivos das organizações. Considerando a importância das atividades de
investigação e combate à criminalidade, este trabalho propiciou uma incursão nas unidades da
polícia civil paulista que desenvolvem o trabalho de Inteligência. As unidades de Inteligência
escolhidas foram as chamadas Unidades de Inteligência Policial – UIPs e os Centros de
Inteligência Policial – CIPs, sendo que as primeiras são unidades de Inteligência ligadas aos
diversos departamentos de polícia judiciária e os segundos estão ligados às delegacias
seccionais de polícia. Embora todas as unidades pesquisadas tenham sede na cidade de São
Paulo, algumas delas possuem atuação em todo o território do Estado de São Paulo. A
pesquisa se concentrou em ferramentas não exclusivas da instituição policial civil e são
utilizadas nas áreas de gestão e qualidade. O conhecimento obtido com a pesquisa
desenvolvida permitiu deduzir que a proposta de implementação de várias ferramentas com o
objetivo de reduzir as incertezas do conhecimento de Inteligência não é um objetivo distante.
Várias unidades já utilizam algumas das ferramentas citadas A pesquisa foi de caráter
exploratório, haja vista não haver quaisquer referências em bases científicas neste sentido. As
unidades selecionadas responderam a um total de 17 questões. Algumas perguntas eram de
caráter objetivo. Outras exigiam esclarecimentos complementares. E a última, aberta, para
resposta livre. Os resultados obtidos demonstram que as unidades podem incorporar de forma
sistemática, as ferramentas pesquisadas. Contudo há necessidade de um treinamento para que
essa implementação seja efetiva.

Abstract:
The main objective of this work was to provide a contribution to the improvement of the
Intelligence Activity practiced by the São Paulo Civil Police Intelligence, with headquarters in
the city of São Paulo. Production Engineering has always produced works in the area of
knowledge management, a significant area of optimization of the productive sectors of the
organizations. This work describes the activities of investigation and fight against crime,
through a research in the units of the civil police of São Paulo city that develops the work of
Intelligence. The Police Intelligence Units (UIPs), which are intelligence units linked to
several judicial police segments and the Police Intelligence Centers (CIPs), which are linked
to police sectional stations. Despite all the units surveyed are in the city of São Paulo, some of
them have action throughout the territory of the State of São Paulo. The research focused on
tools not exclusive to the civil police institution used in the areas of management and quality.
The knowledge obtained with the developed research allowed to deduce that a proposal of
implementation of several tools with the objective of reducing the uncertainties of knowledge
of Intelligence is not a distant goal. In fact, there are already units using some of these tools.
The research was exploratory, since there are no scientific references in this sense. The
selected units answered a total of 17 questions, some of them with objective character. Others
demanded further clarification and a last one, open, for free response. The obtained results
demonstrate that the units can incorporate the selected tools in a systematic way. However,
there is a need for training so that this incorporation be effective. -
