Abstract: An analysis of the conflict involving the Area of Relevant Ecological Interest (ARIE) of Dunas do Cocó, located in Fortaleza, Ceará, has emerged. The intersection between economic and environmental interests, and legal challenges faced in preserving this ecosystem, has been a pivot for intense conflicts in the judicial and legal spheres. The Dunas do Cocó ARIE is an area of significant environmental importance. However, its strategic location arouses diverse interests, including real estate and infrastructure development. Legal issues related to the creation, management and protection of ARIE were analyzed, highlighting the challenges faced in the effective implementation of conservation policies. The methodology is systemic and qualitative, involving analysis of legislation, relevant legal documents and discourse analysis. The specific case of judicial and legal litigation, land disputes and disagreements regarding land use in the Dunas do Cocó region was presented. Through a multidisciplinary approach, different perspectives and interests at stake were explored in order to shed light on possible solutions to reconcile environmental preservation with sustainable development. Within this in-depth analysis of the legal and environmental conflict surrounding the ARIE das Dunas do Cocó, this discussion contributes to a broader understanding of the challenges faced in the conservation of protected areas in urban contexts. For conclusive purposes, it is understood that despite the historical growth of Fortaleza, political influences and disputes, legal inconsistencies and a deficit in the scope of environmental movements persist, factors that allow environmental conflicts to persist, such as the one involving the Dunes do Cocó for almost five years.
