COMPARATIVO ENTRE OS PARTIDOS POLITICOS DE 1982 E APÓS A LEI 9504/97, PARA VEREADORES: O CASO DOS SEIS MAIORES COLÉGIOS ELEITORAIS DO PARANÁ
Este artigo apresenta os resultados
da pesquisa que teve como objetivo identificar
e analisar quais os partidos que tiveram o maior
número de cadeiras nas câmaras de vereadores
no período de 1982 a 2012, abrangendo o
período após a Lei 9.504/97, no estado do
Paraná, bem como as mudanças partidárias,
dinâmica política do período e regras eleitorais
adotadas. A coleta dos dados foi obtida com
a seleção das seis maiores cidades com
colégio eleitoral acima de 200 mil eleitores
no período de 1982-2012, e identificando os
partidos favorecidos ou não com o advento da
Lei 9.504/97. Verifica-se que a mesma teve
impacto positivo no aumento da participação
dos Pequenos e Médios Partidos na eleição dos
vereadores. Porém, esta situação não significa
necessariamente mudança do poder político
local, uma vez que a exemplo dos grandes
partidos, estes também são controlados por
praticamente os mesmos atores políticos que
detêm o mando político local.

Abstract:
This article presents the results of
the search that aimed to identify and analyze
which parties had the highest number of seats in
the city councils from 1982 to 2012, covering the
period after Law 9,504/97, in the state of Paraná,
as well as party changes, political dynamics
of the period and electoral rules adopted. The
data collection was obtained by selecting the
six largest cities with electoral college above
200 thousand voters in the period 1982-2012,
and identifying the parties favored or not with
the advent of Law 9,504/97. It is verified that
the law had a positive impact on the increase
of the participation of the Small and Mediumsized
Parties in the election of the councilmen.
However, this situation does not necessarily
mean a change of local political power, since,
like the great parties, they are also controlled
by practically the same political actors who hold
local political control.
