COMO ARTICULAR AS DIRETRIZES PEDAGÓGICAS E EMANCIPADORAS PROPOSTAS PELO SINASE COM A NATUREZA ANIQUILADORA DE UMA INSTITUIÇÃO TOTAL?
Iniciaremos nossas discussões em torno da pergunta que problematiza esse trabalho: como articular as diretrizes pedagógicas e emancipadoras propostas pelo Sinase com a natureza aniquiladora de uma instituição total[1]? Será possível ou a natureza de uma instituição absolutista impede tal ação? Para tentar responder a essas indagações, foi realizado um trabalho de pesquisa bibliográfica sobre o Sistema Nacional de Atendimento Socioeducativo (Sinase), seu histórico, objetivos e princípios, como também, a análise de vários documentos oficiais e marcos legais que tratam da gestão desse programa. O descompasso entre as concepções filosóficas apresentadas pelo Sinase e a metodologia de trabalho necessária à manutenção de uma instituição caracterizada como total e absoluta (Goffman, 2015), às vezes, aniquila qualquer diálogo possível entre o que está garantido pela lei e o que realmente é executado em um Estabelecimento Educacional legitimado para promover o programa de ressocialização. Para essa discursão também foram alinhados conceitos filosóficos de punição e prisão (Foucault, 2015) e de educação social (Antônio Carlos da Costa, 2006). Neste contexto, aponta-se uma proposta de novos modelos de gestão de pessoas e do sistema socioeducativo nas unidades. Migrando as concepções tradicionais de completude institucional para a incompletude intersetorial dos serviços.

Abstract:
We are going to start our discussion around the query that questions this work: how to articulate pedagogical and emancipatory guidelines proposed by Sinase with the annihilator nature of a Total Institution[1]. In an attempt to answer this and other inquires, it was accomplished a work of bibliographic research about the National System of Socio-educational Care (Sinase in Portuguese), as well as an analysis of several official files and legal milestones which concern about the socio-educational care system’s management. The mismatch between philosophical conceptions presented by Sinase and the required methodology of work to the maintenance of an institution characterized as total and absolute (Goffman, 2015) occasionally annihilate any possible dialogue between what is guaranteed by the law and what is being executed in fact in an educational establishment instituted to promote the resocialization program. To this discussion, it was also lined up sociological concepts of punishment and prison (Foucault, 2015) and of social education (Antônio Carlos da Costa, 2006). In this context, it is pointed a proposal of new management models of the socio-educational system inside unities by migrating of traditional conceptions of institutional completeness to the acceptance of the intersectoral incompleteness of services.
