CIVIL SOCIETY AND DEMOCRATIC PARTICIPATION: MUNICIPAL SOCIAL ASSISTANCE COUNCILS
O trabalho ora apresentado tem por finalidade tecer reflexões acerca da relação Estado, sociedade civil e políticas sociais e da configuração dos conselhos municipais de assistência social, compreendendo como se constituem os processos decisórios e a participação democrática. Trata-se do resultado preliminar dos estudos bibliográficos referente à pesquisa denominada “Os Conselhos Municipais de Assistência Social: a atuação do/a assistente social e o processo de participação democrática”. A principal conclusão a que se chega é a importância do fortalecimento do protagonismo dos representantes da sociedade civil, buscando a construção de espaços democráticos que permitam a consolidação dos direitos sociais das classes subalternas.

Abstract:
The work presented here aims to reflect on the relationship between the State, civil society and social policies and the configuration of municipal social assistance councils, understanding how decision-making processes and democratic participation are constituted. This is the preliminary result of the bibliographic studies referring to the research called “The Municipal Councils of Social Assistance: the role of the social worker and the democratic participation process”. It is noteworthy that the main conclusion reached is the importance of strengthening the role of representatives of civil society, seeking to build democratic spaces that allow the consolidation of the social rights of the subordinate classes.
