CATADORES/AS DE MATERIAIS RECICLÁVEIS: CONDIÇÕES DE VIDA E ESTRATÉGIAS DE ENFRENTAMENTO A EXPLORAÇÃO DO TRABALHO
O objetivo do texto é contribuir com
as discussões da relação entre as condições
de vida e as estratégias de enfrentamento a
exploração do trabalho engendradas pelos/
as catadores/as de materiais recicláveis que
atuam na coleta seletiva. São apresentados
dados, colhidos por meio de entrevistas e
observações, sobre as condições de trabalho,
de moradia, de saúde e de escolaridade, assim
como as formas organizativas do segmento.
A análise indica que as condições de vida
dos/as catadores/as demandam políticas de
inclusão social e econômica para garantir sua
subsistência, bem como para o fortalecimento
da organização e a consolidação da ocupação.
As respostas à essas demandas, forjadas na
relação Sociedade/Estado, por meio de políticas
sociais, condicionadas às lutas por trabalho,
habitação, educação, dentre outros direitos,
parecem reduzidas à mercantilização dos
direitos sociais. Ao mesmo tempo, ampliam o
engajamento e a apropriação das condições de
vida e trabalho, a defesa dos direitos humanos
e sociais e dos processos democráticos de
participação política e social vinculados com a
construção de uma nova ordem societária.

Abstract:
The objective of the text is to
contribute to the discussions of the relationship
between living conditions and coping strategies
exploited by recyclable materials waste
pickers. Data are collected through interviews
and observations about working conditions,
housing, health and schooling, as well as the
organizational forms of the segment. The
analysis indicates that the living conditions
of the scavengers demand policies of social
and economic inclusion to guarantee their
subsistence, as well as to strengthen the
organization and the consolidation of the
occupation. The responses to these demands,
forged in the society/state relationship, through
social policy, conditioned to the struggles for
work, housing, education, among other rights,
seem reduced to the commodification of social
services. At the same time, they broaden the engagement and appropriation of living
and working conditions, the defense of human and social rights and the democratic
processes of political and social participation linked to the construction of a new social
order.
