CANELAS SECAS E PARAGUAIOS: TRAJETÓRIAS, DINÂMICAS E ATUAÇÃO NA VIDA SOCIAL E POLÍTICA DE APUIARÉS/CE.
Este artigo teve como objetivo
analisar a dinâmica de um conflito político na
vida social de Apuiarés/Ce. Nesta cidade se tem
dois grupos políticos que dinamizam o cotidiano
com querelas, ofensas, perseguições políticas,
mas também a acirrada concorrência de qual
melhor projeto político para governar Apuiarés,
promove uma participação política ao ensejar
a atuação do cidadão a se preocupar com os
problemas da cidade, a frequentar as sessões
da câmara dos vereadores, a criar grupos nas
redes sociais que publicizam os projetos assim
como as deficiências da gestão. O conflito entre
os “canelas secas” e os “paraguaios” pontuam
o cotidiano de Apuiarés e mesmo depois do
fim das eleições, a cidade permanece dividida:
há a vila dos canelas, o bar dos paraguaios, a
rádio comunitária dos canelas, a associação
comunitária dos paraguaios. Canelas Secas são
eleitores que tem aversão ao modo de governar
dos Paraíbas, paraguaios são partidários dos
Paraíbas. Esta família está alternando-se no
poder político há sessenta anos. Eles encarnam
o modo tradicional de fazer política. Apuiarés é
envolta dos grandes temas que permeiam os
municípios brasileiros desde a colonização:
clientelismo, personalismo, compra de votos,
regras impessoais na administração pública,
dominação tradicional. Mas há uma dinâmica
que vem da sociedade civil, das classes
populares que se mobilizam, a sua maneira,
para delinear sua participação na gestão da
coisa pública. Esta atuação, movida a vários
tipos de interesses, impulsiona o surgimento
do ator político participante num cenário
reconhecidamente autoritário e de práticas
clientelistas.

Abstract:
This article aimed to analyze the
dynamics of a political conflict in the social
life of Apuiarés / Ce. In this city there are two
political groups that dynamize the daily life with
quarrels, insults, political persecutions, but also
the fierce competition of which better political
project to govern Apuiarés, promotes a political
participation by allowing the citizen’s action to
worry about the problems of the city, to attend
the sessions of the city council, to create groups
in the social networks that publicize the projects
as well as the deficiencies of the management.
The conflict between the “dry cannons” and
the “Paraguayan” punctuates the daily life
of Apuiarés and even after the end of the
elections, the city remains divided: there is the
village of the canelas, the Paraguayan bar, the community radio of the shins, the association of Paraguayans. Dry Canelas are voters
who have aversion to the way of governing of the Paraíbas, Paraguayans are partisans
of the Paraíbas. This family has been alternating in political power for sixty years. They
embody the traditional way of doing politics. Apuiarés is surrounded by the great themes
that permeate Brazilian municipalities since the colonization: clientelism, personalism,
vote buying, impersonal rules in public administration, traditional domination. But there
is a dynamic that comes from civil society, from the popular classes that mobilize, in
their own way, to delineate their participation in the management of public affairs. This
action, driven by various types of interests, boosts the emergence of the participating
political actor in an admittedly authoritarian and clientelistic scenario.
