CANDIOTA E O PATRIMÔNIO CONSTRUÍDO: A ELABORAÇÃO DE UM PLANO DIRETOR PARTICIPATIVO
O Centro Universitário da Região da Campanha, URCAMP, em convênio com a Prefeitura Municipal de Candiota e apoio técnico e financeiro da UTE Pampa Sul, constituiu um grupo de estudos formados por profissionais e alunos de diferentes áreas do conhecimento, tendo como atribuição elaborar o Plano Diretor Participativo de Desenvolvimento Urbano e Ambiental de Candiota; objeto do convênio. O Plano Diretor Participativo, segundo o disposto na Constituição Federal nos Art. 182 e 183 e regulamentados pela Lei Federal 10.257/2001, (Estatuto da Cidade) é o instrumento básico da política de desenvolvimento e expansão urbana, parte integrante de um processo de planejamento municipal que visa promover o pleno cumprimento das funções sociais da cidade e da propriedade. O município de Candiota, localizado na região da Campanha Gaúcha, objetiva junto à URCAMP e comunidade local elaborar o Plano Diretor de Desenvolvimento Urbano e Ambiental do município (PDDUA). O projeto de elaboração teve início em maio de 2016, com término em novembro de 2017. O Plano Diretor firma um pacto social com a participação efetiva de todos os cidadãos, busca conhecer a realidade em que vivem, para reduzir desigualdades, prevenir a degradação ambiental, melhorar a qualidade de vida e buscar o pleno desenvolvimento sustentável de suas potencialidades. Candiota que é um município de grandes reservas carboníferas, conta com empresas a exemplo da Termoelétrica Pampa Sul, para seu desenvolvimento, devendo, portanto, prever no seu Plano Diretor, além de dispositivos normativos adequados e dos instrumentos da política urbana, um sistema que estabeleça uma estrutura de articulação entre as instâncias governamentais e participativas de planejamento.

Abstract:
The University Center of the Campaign Region, URCAMP, in agreement with the Candiota City Hall and technical and financial support from UTE Pampa Sul, formed a group of studies with professionals and students from different areas of knowledge assingned to elaborate the Participatory Director of Candiota Urban and Environmental Development; object of the agreement. The Participatory Master Plan, according to the provisions of the Federal Constitution in Articles 182 and 183 and regulated by Federal Law 10.257 / 2001 (City Statute), is the basic instrument of the urban development and expansion policy, which is an integral part of a planning process, which aims to promote the full accomplishment of the social functions of the city and property. The municipality of Candiota, located in the region of Gaucha Campaign, aims with the URCAMP and local community to prepare the Master Plan for Urban and Environmental Development (PDDUA). The elaboration project began in May 2016, ending in November 2017. The Master Plan establishes a social pact with the effective participation of all citizens, seeks to know the reality in which they live, to reduce inequalities, prevent environmental degradation, improve the quality of life and seek the full sustainable development of its potential. Candiota, which is a municipality of large coal reserves, has companies, such as the Pampa Sul Thermoelectric Power Plant, for its development, and should therefore include in its Master Plan, in addition to appropriate normative provisions and instruments of urban policy, a system that establishes a structure of articulation between governmental and participatory planning sectors.
