CAIR, LEVANTAR E RECUPERAR: RESILIÊNCIA FINANCEIRA DOS MUNICÍPIOS PARANAENSES FRENTE A DESASTRES CLIMÁTICOS
O presente artigo objetivou analisar a resiliência financeira dos municípios paranaenses que vivenciaram constantes ocorrências de eventos climáticos que acarretaram inundações, enxurradas, enchentes, alagamentos e deslizamentos. Foram identificados 24 municípios que apresentaram uma tendência cíclica de tais eventos no período compreendido de 2013 a 2018 e como estes geraram resiliência financeira após as contingências. Analisou-se, por meio de análise de conteúdo, os fatores financeiros e não financeiros que impactaram a geração de resiliência desses municípios. Com base nos dados levantados foi possível constatar que grande parte dos municípios adotaram algumas medidas de gestão de riscos para a previsibilidade e o enfrentamento de desastres ambientais, visando atenuar seus impactos, e demonstrando assim a busca pela resiliência. No entanto, se tratando de resiliência financeira municipal, frente a ocorrência de tais desastres, percebe-se que estes entes, ressalvadas exceções, não estão destinando recursos em seus orçamentos, capazes de atenuar os impactos dos desastres e proporcionar a oferta de bens e serviços necessários à população.

Abstract:
The present article aimed to analyze the financial resilience of the municipalities of Paraná that experienced constant occurrences of climatic events that caused inundation, flooding, overflow, floods, and landslides. Twenty-four municipalities were identified that presented a cyclical trend of such events in the period from 2013 to 2018 and how they generated financial resilience after the contingencies. The financial and non-financial factors that impacted the generation of resilience in these municipalities were analyzed through content analysis. Based on the data collected, it was possible to verify that a large part of the counties adopted some risk management measures for predictability and facing environmental disasters, aiming to mitigate their impacts, and thus demonstrating the search for resilience. However, when it comes to municipal financial resilience facing the occurrence of such disasters, it is clear that these entities, with exceptions, are not allocating resources in their budgets, capable of mitigating the impacts of disasters and providing a supply of goods and services to the population.
