BALANÇO DOS INDICADORES SOCIAIS E DE NÍVEL DE ESCOLARIDADE NO MARANHÃO E SEUS REFLEXOS
Analisou-se os indicadores sociais do Estado do Maranhão, a partir do ano de criação do Programa Nacional de Formação em Administração Pública (PNAP) da Universidade Aberta do Brasil (UAB), para demonstrar a situação existente e sua evolução até os dias atuais. Os indicadores de desenvolvimento humano dos municípios maranhenses, em termos de renda, longevidade e educação apontaram a situação precária da população, confirmada pelos indicadores da Pesquisa Nacional por Amostra de Domicílios Contínua (PNAD) do Instituto Brasileiro de Geografia e Estatística (IBGE) e do Atlas de Desenvolvimento Humano no Brasil, em comparação com outros estados brasileiros. Foram também evidenciadas as principais consequências da baixa escolaridade da população maranhense, que refletem negativamente no desenvolvimento das políticas públicas nos municípios, além de constituir um grande desafio para o PNAP atingir seus objetivos de capacitar os gestores públicos e reduzir as desigualdades, por meio da disseminação do ensino superior na modalidade a distância, em face do baixo nível de escolaridade e de renda da população, e dos problemas inerentes a precária infraestrutura da região.

Abstract:
The social indicators of the State of Maranhão were analyzed, from the year of creation of the National Public Administration Training Program (PNAP) of the Open University of Brazil (UAB), to demonstrate the existing situation and its evolution nowadays. The human development indicators of the Maranhão municipalities, in terms of income, longevity and education, pointed out the precarious situation of the population, confirmed by the indicators of the National Household Sample Survey (PNAD) of the Brazilian Institute of Geography and Statistics (IBGE) and the Atlas of Human Development in Brazil, compared to other Brazilian states. The main consequences of the low level of education of the Maranhão population, which reflect negatively on the development of public policies in municipalities, have also been highlighted, in addition to being a major challenge for the PNAP to achieve its goals of empowering public managers and reduce inequalities, through the dissemination of e-learning higher education, given the low level of education and income of the population, and the problems inherent to the precarious infrastructure of the region.
