BALANÇO DE PRODUÇÃO CIENTÍFICA: UNIVERSALIZAÇÃO E DEMOCRATIZAÇÃO DO ENSINO SUPERIOR: UMA ANÁLISE DA APLICAÇÃO DAS POLÍTICAS AFIRMARTIVAS
A produção deste artigo se deu com a intenção de ampliar o conhecimento sobre as produções
concernentes a universalização e democratização do ensino superior, quanto aos critérios de
inclusão no ensino superior através da adoção e execução de políticas públicas de ações
afirmativas nas Universidades Públicas e Privadas, especificamente no curso de bacharelado em
Direito. Aqui foram analisadas 08 (oito) pesquisas de mestrado por estas contemplarem o tema
estudado. A revisão bibliográfica foi realizada no catálogo de Teses e Dissertações da Capes –
Coordenação de Aperfeiçoamento de Pessoal de Nível Superior. Num primeiro levantamento
foram encontradas 490 (quatrocentos e noventa) produções no total sobre políticas afirmativas
de cotas e inclusão no ensino superior, sendo 05 (cinco) sobre políticas afirmativas no ensino
superior, 234 (duzentos e trinta e quatro) sobre política de cotas, 06 (seis) sobre políticas de
cotas no ensino superior e 81 (oitenta e uma) sobre inclusão no ensino superior. Publicadas nas
principais universidades do país, entre 2015 e 2018, as pesquisas selecionadas apresentam como
problemática a discussão a respeito da elaboração e aplicação das políticas afirmativas de cotas
como forma de inclusão e de combate as desigualdade de oportunidades, construída histórica e
culturalmente, e teve objetivo principal, a analisa da efetiva dessas políticas aplicadas
diretamente ao ensino superior brasileiro. Nas conclusões das dissertações, vários apontamentos
são feitos no intuito de compreender e destacar a importância e relevância da análise e estudo
dos critérios estruturais que fundamentam a aplicação e o desenvolvimento de políticas de
inclusão no ensino superior brasileiro, analisando o processo de transição para a educação
superior no sistema de ensino brasileiro contemporâneo.

Abstract:
The production of this article took place with the intention of expanding the knowledge about the productions on the universalization and democratization of higher education, as regards the inclusion in higher education through the adoption and implementation of public policies of actions affirmations in the Public and Private Universities, specifically in the bachelor’s degress course in Right. Here, 08 (eight) master-s studies were analyzed for contemplating the theme studied. The bibliographic review was performed in the catalogue of theses and dissertations of Capes - Coordination of Improvement of Higher Level Personnel. In a first withdrawal were found 490 (four hundred ninety) productions in total on affirmative policies of quotas and inclusion in higher education, and 05 (five) on affirmative policies in education 234 (two hundred and thirty-four) on quota policy, 06 (six) on higher education levels and 81 (eighty-one) on inclusion in higher education. Published in the main universities of the country, between 2015 e 2018, the selected researches present as problematic the discussion on the elaboration and implementation of affirmative policies of quotas as a way of inclusion and to combat inequality of opportunities, was built historically and culturally, and had the main objective of analyzing the effectiveness of these policies applied directly to Brazilian higher education. In the conclusions of the dissertations, several notes are made in order to understand and highlight the importance and relevance of the analysis and study of the structural criteria that underpin the appication and developmente of inclusion policies in Brazilian higher education, analyzing the process of transition to higher education in the contrmporary Brazilian education system.
