AVALIAÇÃO EX-POST COMO INSTRUMENTO DE PERFORMANCE MUNICIPAL EM POLÍTICAS PÚBLICAS: A FRAGMENTAÇÃO ENTRE O PLANEJADO E O EFETIVO RESULTADO DA EXPERIÊNCIA DE UM EXTINTO PROGRAMA HABITACIONAL
Objetivou-se avaliar a efetividade do Trabalho Técnico Social (TTS) do extinto Programa minha Casa Minha Vida (MCMV/FAR) no município de Itabuna -BA a partir da avaliação de experiência de apropriação socioterritorial de beneficiados pela política de habitação in loco. O principal recorte teórico traz a avaliação de políticas e práticas profissionais adstritas a mudanças do modelo de planejamento e gestão que envolvam a visibilidade dos municípios na questão da pública da habitação. Na metodologia ocorreu uma abordagem qualitativa exposta por levantamento bibliográfico, documental e de campo com aplicação de entrevistas semiestruturadas. Os resultados indicaram que a efetividade do TTS se mostrou frágil e fragmentada quando se avaliou os aspectos de autonomia, protagonismo e participação social enquanto elementos que caracterizaram a apropriação socioterritorial. Nota-se que a investigação se firmou face à insuficiência de avaliação institucional para se identificar informações sobre aspectos de insatisfações de beneficiados pelo programa habitacional citado. Por fim, as contribuições trazem a oportunidade de manifestar aos que estão incumbidos das tarefas de planejamento, direção, comando e execução de programas, a exemplo deste extinto programa de habitação, a importância que o governo local pode dar à realização de avaliação entre o que se foi planejado e os efetivos resultados

Abstract:
The objective was to evaluate the effectiveness of the Technical Social Work (TTS) of the extinct Minha Casa Minha Vida Program (MCMV/FAR) in the municipality of Itabuna -BA, based on the evaluation of the experience of socio-territorial appropriation of beneficiaries of the housing policy in loco. The main theoretical framework brings the evaluation of policies and professional practices linked to changes in the planning and management model that involve the visibility of municipalities in the issue of public housing. In the methodology there was a qualitative approach exposed by bibliographical, documentary and field survey with application of semi-structured interviews. The results indicated that the effectiveness of the TTS proved fragile and fragmented when evaluating the aspects of autonomy, protagonism and social participation as elements that characterized the socio-territorial appropriation. It is noted that the investigation was established in view of the lack of institutional evaluation to identify information on aspects of dissatisfaction of beneficiaries of the aforementioned housing program. Finally, the contributions bring the opportunity to show those who are in charge of planning, directing, commanding and executing programs, such as this defunct housing program, the importance that the local government can give to carrying out an evaluation of what whether it was planned and the actual results.
